April 15, 2025, 7pm at Brown Memorial Library
Present: George Beaton, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Becca Herman, Doug Southard, and Rett Weber.
Secretary’s Draft Report: The draft minutes of 03/18/25 were reviewed. Meg motioned to accept the report as read, Doug seconded, followed by unanimous approval from all members present.
Treasurer’s Report: Meg presented the accounts spreadsheet. She reiterated that any checks submitted to the Bradford Conservation Commission are to be made out to the Town of Bradford.
Culvert Replacement Grants: Rett reported that all four of the BRIC (Building Resilient Infrastructure and Community) grants have been denied, due to lack of FEMA funding. Ben Nugent (NH Fish and Game) and Karen Hambleton (Town Administrator) will be meeting tomorrow to determine the next step to take for this project.
Adopt a Road 2025: Doug announced the spring reporting of Class VI road conditions is upon us. The Bradford Fire Department and Highway Department have expressed interest in collaborating with this project. With that in mind, Doug requested that road reporters be mindful of areas where a Gator UTV vehicle would have difficulty traversing due to low clearance or obstacles, and include such information in their account. Reports are due June 1.
Conditional Use Permit Application 493 Center Road, Map 6 Lot 26: The Planning Board approved this CUP application at the 03/25/25 meeting.
Fairgrounds Road, Map 5 Lot 02: There will be a site walk for the proposed subdivisions on this 137-acre parcel on Thursday April 17 at 5:15pm.
Masonic Hall Demolition Request for Proposal: Comments from the BCC were edited and sent to the Select Board for consideration and inclusion in the proposal.
Mount Sunapee Resort Septic: Ann spoke with Bob Stewart (Newbury Conservation Commission) concerning the septic sewage situation at the resort. There are three holding lagoons, one of which is leaking and draining into Beck Brook. A meeting with the Commissioner of Natural and Cultural
Resources is scheduled in June to discuss this issue and how to resolve it.
Rte. 114 Tree Cutting: A homeowner has cut pine trees along NH 114 that were obstructing the lake view from their home and property on Howlett Road. It was decided that the BCC will contact the homeowner to express that although regrettable that this has been done, we suggest that they plant shrubbery at the location to compensate for the loss of integrity to the slope and to stabilize the steep bank to prevent erosion into Lake Massasecum.
Ausbon Sargent Land Protection Trust Chair Roundtable: This meeting is May 30. It was suggested that fund raising ideas be brought up for discussion with other commissions to gather measures and efforts they may have tried to raise money for land protection undertakings.
Bradford Bog: Concern regarding the unauthorized harvesting and collection of native plants at the Bog was raised, and discussion ensued. Further discussion will continue at the next meeting.
NH Volunteer River Assessment Program: Becca and George are gearing up to begin water testing at 14 locations on Andrew Brook, Hoyt Brook, the Warner River and West Branch. Equipment is being calibrated to ensure accuracy, and the first assessment will be done in May.
Household Hazardous Waste Collection Days: Information on dates and site collection is posted on the bulletin board at the Bradford Transfer Station.
With no further business, the meeting adjourned at 8:15pm. The next meeting will take place Tuesday May 20, 2025, 7pm at Brown Memorial Library.
Respectfully submitted,
Patty Furness, Secretary
