Town of Bradford – Demolition and Disposal of Building
Proposals due: May 7, 2025 – by 5:00 p.m.
The Town of Bradford, NH requests a proposal for demolition and disposal of a town-owned building, the Masonic Hall.
Project overview
This Request for Proposal solicits proposals from qualified contractors for the complete demolition and disposal of the building located at 89 West Main Street, Tax Map16/Lot 87 in Bradford, NH. A hazardous materials inspection has not been conducted and the building is assumed to contain lead, asbestos, and possibly PCBs. The successful bidder must be capable and licensed to handle the abatement and demolition in accordance with all applicable regulations and industry Best Management Practices including the filing of the requirements of ENV-1800 and the asbestos demolition notification form (if applicable).
Project Scope
Abatement
The contractor shall engage a state certified and insured inspector to perform a comprehensive hazardous materials inspection. A state certified abatement team shall be engaged to carry out an abatement if the inspector indicates an abatement is necessary. The contractor will ensure that all hazardous materials collected during the abatement are transported offsite for proper disposal. A copy of the certifications for the inspector and abatement team will be provided by the contractor to the Town for review ahead of work.
Building Demolition
Following the removal and abatement of contaminated materials, the contractor will demolish the building and properly dispose of all unsuitable materials offsite including the rubble foundation and remove and store the granite foundation for future use of the Town of Bradford.
Site Restoration
The contractor shall clear the site of all debris and restore the site to clean and level condition. The contractor shall back fill the cellar hole with suitable fill compacted in one-foot lifts to level as area is to be used for parking fire department equipment. The contractor shall also locate the existing septic system and decommission and fill in a similar fashion.
Waste Disposal
The contractor or an approved and insured hired abatement specialist will be responsible for the proper and legal disposal of all demolition debris, including any hazardous wastes, at approved disposal facilities.
Permitting
The contractor shall be responsible for obtaining all approvals for any hazardous materials abatement and demolition work. (local permitting at no charge).
Key Requirements
The contractor shall have hazardous material experience and provide three references or shall hire a certified and insured abatement company.
Insurance
Contractor shall provide an insurance binder with the Town of Bradford listed as additionally insured and demonstrating general liability insurance in the amount of $2 million.
Quality Control
All work shall be performed in a professional, workman-like manner.
Schedule
The contractor shall provide a schedule including start and completion dates, and milestones and deadlines.
Cost
The contractor shall provide a detailed cost proposal including all costs associated with the project.
Submission
Proposals must be received at the Bradford Selectmen’s Office, P.O. Box 436, 75 West Main Street, Bradford, NH 03221 or emailed to administrator@bradfordnh.gov no later than 5:00 p.m. on May 7th 2025 in order to be eligible for consideration. Each proposal must be submitted clearly marked: “Building Demolition RFP”.

The Town of Bradford reserves the right to reject any or all proposals or accept the proposal the Town deems to be in its best interest, regardless of the lowest proposal amount. The Town reserves the right to request additional data or information or a presentation in support of written proposals, however the Town may award a contract based on the offers received, without additional submissions. The proposal should be submitted on the most favorable terms, from all aspects, which the contractor can submit. The Town reserves all rights to negotiate with the contractor of its choice based not solely upon cost, but on the qualifications and ability of the contractor to perform, consistent with the Town’s intent, requirements, time schedule, and funds availability. The Town further reserves the right to:
- Not award a contract for the requested services;
- Waive any irregularities or informalities in any proposals;
- Accept the proposal deemed to be the most beneficial to the public and the Town;
- Negotiate and accept, without advertising, the proposal of any other company in the event a contract cannot be successfully negotiated with the selected firm; and
- Retain products submitted by companies for its own use at its sole discretion.
