Select Board Minutes 03.10.25

Select Board Meeting was called to order at 6:00 pm.

Roll Call: Beth Downs (Chair), Marlene Freyler, Chip Meany

Also attending: Karen Hambleton, Town Administrator, Kathleen Bigford, Recording Secretary

Review Minutes of the February 24, 2025.

Motion: Marlene Freyler moved to approve the February 24, 2025 minutes as written.

Second: Chip Meany

Decision: 3-0, all in favor

Appearances:

Laurie Buchar – School Funding Letter. Laurie Buchar appeared to request that the Select Board sign a letter to Governor Ayotte and the General Court calling on the State of NH to increase funding for public education. Members of the Select Board signed the letter.

Barb Southard – Resolution on Freezing of Federal Grants. Barb Southard appeared to request that the Select Board sign a resolution objecting to the freezing of federal grants. The resolution will be sent to Governor Ayotte and members of the Executive Council.

Bryan Nowell – Bryan requested approval to enter into contracts with the State of New Hampshire Department of Natural and Cultural Resources.

Motion: Marlene Freyler made a motion to authorize Bryan Nowell to enter into contracts with the State of New Hampshire Department of Natural and Cultural Resources.

Second: Chip Meany

Decision: 3-0, all in favor

Public Input: None.

Regular and Old Business:

Town Meeting: Wednesday, March 12, 7 pm at Kearsarge Regional Elementary School at Bradford.

Percentage Split for Staff Increases:

Motion: Chip Meany made a motion that the 2.5% increase, previously approved by the Board, be applied in full to each employee.

Second: Marlene Freyler

Decision: 3-0, all in favor

Schedule for Evaluations: The Board will be scheduling performance evaluations with department heads during the weeks of March 17 and March 24.

New Business:

Masonic Building – Complaint received by DES. A letter has been received from DES informing the Town that lead and asbestos must be contained during demolition. This letter was in response to a resident complaint. Chip said he is aware of the relevant codes. The demolition will follow the codes.

Authorize Town Administrator to Sign Visa CommUNITY Card Application.

Motion: Marlene Freyler made a motion to authorize the Town Administrator to apply for a Visa CommUNITY Card on behalf of the Town of Bradford. And further to authorize the Police Chief, Fire Chief and Road Agent as additional users on the account.

Sign 2024 Municipal Assessment Data Certificate. Signed.

Sign Assessing Contract. Signed.

Sign Junkyard Permit. Signed.

Sign Abatement Map 2 Lot 4. Signed.

Accounts Payable and Payroll Manifest for review and signature. Signed.
