Meeting called to order at 5:30pm
Roll Call- Harry Wright, Selectman; Sonny Harris, Selectman
John Pfeifle is home recovering from a heart valve replacement and hopes to be at next week’s meeting
Appearances
1.Town Clerk present to discuss two tax abatements. A resident who has regularly paid taxes on time was late to pay their July tax bill due to a diagnosis of advanced stage lymphoma and a move that skewed their receipt of mail. Requested a late fee abatement of $137.66.
- Motion made to grant abatement of already paid late fee. Voted 2-0.
Town Clerk advised that after the Flinkstrom’s house burnt down their tax bills reflected the fully assessed value of the property without accounting for the house being gone. Selectmen agreed that their tax bill should be abated for the period of time that there was no dwelling on the property.
2. Resident Chet Mitchell of S. Ridge Rd advised Selectmen of beaver problem at Fairgrounds Rd. culvert. Town Administrator will contact Road Agent about cleaning the culvert. Mr. Mitchell will contact a local trapper to address the beaver situation.
Regular Business
1.Selectmen signed health insurance schedule
2.Harry Wright signed draft financial statements
3.RFPs returned for Town Hall fire alarm system, fire pump and sprinkler design with the bid coming in at $12,990.00. 5K of this is coming from Town Hall Trust Fund and the remaining amount from RHC Cornerstone Acct.
– Motion made to agree to this contract amount subject to obtaining the funding.
4.NH Preservation Alliance visited Bradford Town Hall on their semi-annual retreat at which there was a Q&A, the building’s history was reviewed and fundraising was discussed. NH Preservation Alliance was thanked for the 7 to Save distinction and there will likely be follow-up visits. Recommended The Hills O’Hampshire (c1913) by Will M Cressy & James C Harvey as a book that talks much about historic Bradford.
5.There is a culvert on the Bradford portion of Southbrook Cir. that needs to be replaced.
-Motion made to instruct Road Agent to replace culvert. Voted 2-0.
6.Request made to put in a culvert on Pierce Rd to access Pierce Cemetery.
7.Library budget received.
8.Dept of Revenue has advised the town that a statistical revaluation assessment is required in 2016. Process includes sending out packets to exempt and current use property owners, inputting information into the computers and filing with town records. DRE estimate for work is 18K. Selectmen advised to scope the amount of work to see how much can be done by the town to save on the cost.
9.Selectmen discussed option of hiring a contract plow to maintain Forest St after residents have expressed interest in opening it year round.
10.Town Administrator advised of the 95K Town Hall Warrant Article $2,461.68 remains, number includes estimate for archaeological work.
11.There is a Budget Committee meeting Wednesday, November 11, 2015 at 6:30pm.
Accounts Payable and Payroll Manifest reviewed and signed.
Minutes of November 2, 2015 meeting were reviewed and accepted without edit.
Public meeting adjourned at 6:15pm. Motion to move into non-public session per RSA 91A:3IIa. Voted 2-0.
