Board of Selectmen Meeting

November 26, 2018

Pledge of Allegiance 

Meeting called to order at 5:30 pm

Roll Call- Jim Bibbo, Chairman; John Pfeifle; Michael James; Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer were in attendance

Appearances: 

  1. Claire James appeared to request the Select Board review whether an unlicensed junkyard is in operation at 57 Deer Valley Road, Map 5/Lot 56. The Board asked Chief Valiquet to investigate.

The Chief asked the Board whether any action was being taken regarding 18 Massasecum Avenue related to an excess of unregistered vehicles. Karen will draft a letter to the property owner.

The Board also discussed a concern about the unsightly appearance of the two mobile/manufactured house components that reside across from the Police Station. The Town will explore whether the components should be taxed. Claire will follow up on whether there are regulations that govern unutilized structures. The Board will also speak with the Town legal resource and the property owner.

Regular Business: 

  1. The Board discussed enforcement of legitimate used of Agricultural License Plates with Chief Valiquet. Enforcement is difficult but the Board will follow up with the Tax Collector to identify a list of plate holders to determine how many plates have been issued in Bradford and send the plate holders a reminder regarding legal use of the plates.
  1. The Board signed a letter for Town employees regarding Health Insurance terms and contributions.
  1. Chief Valiquet informed the Board of plumbing repair work done in the ceiling at the Police Station which resulted in identification of a mold issue. The mold concern has been socialized with the property owner.
  1. The Board discussed a follow up to a previous request concerning overdue taxes. Melissa Cloutier, Tax Collector, is researching the outstanding balance for the Board to review and determine whether an appropriate payment agreement can be reached.
  1. Devin Pendleton appeared to ask if the Board had a preference on whether the 4th of July celebration should be held on the Saturday before or the Saturday after July 4th. The Board asked Devin to provide them with the date that she felt would be most appropriate and the Board will vote on the date.
  1. The Board discussed organizing an appreciation event for Town employees and celebrating years of service. John Pfeifle will draft a plan for review.
  1. Marilyn Gordon asked the Board to explore whether there was an option to provide Karen with additional resources to help manage her workload. Karen will determine any recommendations and review her thoughts with the Board.
  1. Accounts Payable and Payroll Manifest were reviewed and signed.
  1. Minutes from the November 19th meeting were reviewed.

Motion: John Pfeifle motion to accept.

Second: Michael James

Decision: vote 3-0 in favor

The meeting was adjourned at 6:20pm.

The next Selectmen’s meeting will be held on Monday December 3rd, 2018 at the Bradford Area Community Center.
