Budget Committee Minutes
November 21, 2019 6:30pm
Members – Marlene Freyler (Chair), Mark Fournier (Vice Chair), Jason Allen (Select Board Rep), Justin Dohrn, Cheryl Croto, Courtney Schusler and Town Administrator Karen Hambleton were in attendance.
Claire James was absent.
Pledge of Allegiance
Meeting opened at 7:34pm.
Receipt of Correspondence:
- Review minutes from the October 17th, 2019 meeting.
Motion: Mark Fournier motioned to approve the minutes.
Second: Courtney Schusler
Decision: 6-0 in favor
Review of Budget and Expenditures:
- The Committee reviewed the initial 2020 budget submission, discussing with Karen the details of what is included in various account lines. Wages and salaries, as well as the corresponding tax components are pending which the Selectmen will be reviewing on December 2nd, 2019. The Budget Committee will review the 2020 submission in conjunction with the Selectmen and Department Heads as follows:
- December 5th, 2019:
- Library – 6:30pm to 6:45pm
- Transfer Station – 6:45pm to 7:00pm
- Highway Department 7:00pm to 8:00pm
- December 19th, 2019:
- Town Clerk/Tax Collector – 6:30pm to 6:45pm
- Police Department – 6:45pm to 7:15pm
- Fire & Rescue Departments – 7:15pm to 8:00pm
- December 5th, 2019:
Department Heads will be requested to submit any Warrant Articles items to the Town Administrator by December 2nd. Proposal can be high level and do not need to be detailed at this time.
Receipt of Information or Proposals:
- Committee members were given a copy of the Capital Improvement Program for review and discussion at a future meeting.

Future Business:
- The next Budget meeting will be held December 5th, 2019
- Future meeting scheduled for December 19th, 2019
- Friday February 14th, 2020 – Last date to hold Public Hearing on annual budget (must be noticed 7 days in advance) Target for early February.
