Selectmen’s Minutes 11.02.20

Select Board Meeting called to order at 7:00pm

Pledge of Allegiance

Roll Call – Jason Allen (Chair), Marlene Freyler, Michael James (via Zoom) and Karen Hambleton, Town Administrator, were in attendance.

Appearances:

  • Steve Hall, Town Road Agent, provided a Highway Department update. Steve provided the Board with a letter from Hoyle Tanner & Associates evaluating the condition and safety of the guard rail on Center Road and outlining recommendations to address the issues. Steve will review the proposal and put together a full recommendation. There are erosion issues as well as safety issues with the guard rails. The Board will revisit the topic at the next meeting. Steve also provided and update on the Jewett Road Bridge. The guard rails on the bridge are insufficient and have been repaired three times. He proposed upgrading the structure and will get an estimate to repair the guard rails in a more permanent manner.

Regular and Old Business:

  • Minutes from October 19th, 2020 meetings were reviewed.

Motion: Marlene Freyler motioned to accept the minutes of October 19th, 2020.

Decision: 3-0 in favor

  • The Account Payables and the Payroll Manifest were reviewed and signed.
  • Lois Kilnapp, Transfer Station Manager, offered her appreciation to the Highway Department for their assistance in bolting down one of the compactors.
  • The Board reviewed revenue and expenses. The budget is tight although the Henniker Rescue Contract bill came in approximately $20,000 under budget. Overall, Jason felt that the expenses will come in within budget. A $35,000 grant request has also been submitted for COVID related expenses and, while this will be received as unanticipated revenue, it will help offset any budget overage. 
  • Jason provided an update on getting permanent power into the Town Hall. Eversouce will need to do some tree trimming and removal to place the new power line. Jason will reach out to the property owner to seek permission to do the tree work. No update was available regarding record storage or whether the water pump needed to support the future sprinkler system can operate on single phase power. Karen noted that the circulator pumps for the heating system have failed and need to be replaced in order to heat the building. There was no water in the pumps which caused the circulators to burn out. This will cost approximately $1,000 and should be checked on a monthly basis once repaired.  The Board supported moving forward with the repair.
  • The Board accepted $150 in donations for new Town signs.

Motion: Jason Allen motioned to accept $150 in donations for the Town Sign replacement project.

  • The Board signed a health insurance memo to be sent to employees.
  • The Board signed a Personal Action Form for a new firefighter.
  • The Board signed an Intent to Cut for Map 9/Lot 47

Public Input:

  • Marlene asked whether Michael knew the status of clean up activity at 18 Massasecum Ave. Clean up work started November 2nd.
