Planning Board Minutes 06.22.21

The meeting was called to order at 7:04 pm and was held in-person and remotely via ZOOM.

Members Present: Pam Bruss (Chair), Carol Troy (Vice Chair), Steve Chase (Alternate) seated in for Carol Meise, Katie Olohan (Alternate) seated in for Tom Dunne, Doug Troy seated at 7:05 PM.

Members Absent: Laurie Colburn, Carol Meise, Mel Pfeifle (Selectmen’s Rep), Tom Dunne, Sonny Harris (Alternate).  

Public Present: Holly (Salera) Fitzgerald, Tracey Quigley, Brett Barselle, Selectmen Marlene Freyler and Andrew Pinard.

Appearances:  

  • Joint meeting with the Selectboard to discuss temporary use of the Masonic Building. Holly (Salera) Fitzgerald was present and recapped the proposal for the temporary use of the masonic building. The Planning Board reviewed with the Matt Monahan from Central New Hampshire Regional Planning Commission and the New Hampshire Municipal Association the procedures of issuing a letter of temporary use. All safety and code enforcement are beyond the scope of the Planning Board.  A site plan can be waived by the Planning Board in the instance of a temporary use. Select Board member Andrew Pinard expressed the various roles and duties of each board. Discussion ensued about the definition of temporary use. Doug Troy questioned the concerns from Select Board member Andrew Pinard. The Planning Board discussed what temporary means. The details on the structure of and condition of the building were discussed.

The Planning Board explained and clarified that there is no Temporary Use Application. Marlene Freyler expressed concerns of the liability of the town and the certificate of occupancy. The discussion of safety is a concern from the Selectboard. Holly Fitzgerald clarified coming to the Planning Board before presenting the temporary use to the Selectboard. The Selectboard discussed how they are the managers of the town’s resources. Tracey Quigley from the Historical Society stated how in previous minutes from the Selectboard minutes it was stated that the proposal should go before the Planning Board. The Selectboard feels that this should be noticed.  Brett Barselle of 123 Johnson Hill Road, Brett stated that this seems to be more of a process of why this can’t happen. The Boards discussed the liability. The discussion was closed at 7:55pm. A letter will be sent to the Selectboard.

  • Brett Barselle Map 2 Lot 61- Discussion to subdivide parcel into 2 lots.  A Public Hearing is scheduled for July 27th, 2021 at 7:00pm.

Other Communications:

Carol Troy would like to schedule and make contact regarding the first CIP meeting. The first meeting tentatively is the first of July.
