Selectmen’s Minutes 07.24.23

Select Board Meeting called to order at 6:01 pm.

Roll Call: Beth Downs, Marlene Freyler, Mel Pfeifle

Review Minutes of July 10, 2023

Motion: Beth Downs moved to accept the minutes of July 10, 2023 as written.

Second: Marlene Freyler

Decision: 3-0 in favor

Appearances:

Lois Kilnapp – Transfer Station: Within the next two weeks, two bales of corrugated cardboard and mixed paper will be shipped. Things are very busy and running smoothly. Fixing potholes on the access road will be done as soon as material is available. Beth has sent pictures of washouts to the Highway Dept.

Regular and Old Business:

Accounts Payable and Payroll Manifest for review and signature: Completed

Town Hall Update: Painting is continuing to move along. The flooring in the second-floor meeting room has been sanded and refinished. It looks amazing. The tree work had to be postponed due to the threat of storms and is currently scheduled for July 28th.  Excavation for the sprinkler cisterns will start as soon as the tree work is complete. The Board agreed that it’s more cost effective to install tin ceiling on the first-floor meeting room ceiling now as opposed to later. The ballpark cost for replacing tin ceiling is $11,000. Karen reported that about $16,000 remains in a 2020 warrant article account that was specified for Town Building Maintenance and Repair.

Motion: Mel Pfeifle moved to fund the approximately $11,000 expense to reinstall the tin ceiling on first floor of the Town Hall (as required by LCHIP) from the 2020 Building Maintenance and Repair warrant article account.

Decision: 3-0 in favor

Karen mentioned that there will be a forum, similar to the one held for the Masonic Building, to generate ideas for use and direction for the Second Floor of Town Hall. That will take place on August 7th at 6:00 pm in the Community Center.

Henniker Rescue Contract update: Discussions in Henniker are moving forward.

Grader grant update: The $101,000 Clean Diesel Grant has been officially received. Purchasing new grader can move forward.

New Business:

Accept Chipper Funds

Motion: Marlene Freyler moved to accept unanticipated revenue from the sale of the old chipper

in the amount of $3,900 per RSA 31:95-b.

Second: Mel Pfeifle

Decision: 3-0 in favor

Police Department Grant:

Motion: Marlene Freyler moved that the Town of Bradford accept the New Hampshire Office of

Highway Safety Traffic Enforcement Patrols Grant in the amount of $8,200.

Second: Mel Pfeifle

Decision: 3-0 in favor

Sign application for Reimbursement for State Forests: Signed.

Sign Tax Abatement for Map 9, Lot 20: Signed.

Follow up on Policies: The Board didn’t have specific feedback on the Credit Card Policy presented. Karen will prepare a final draft for approval. The Purchasing Policy will be worked on next.
