Planning Board Minutes 04.23.24

Call to Order 7:03 pm

Roll Call: Katie Olohan, Carol Troy, Carol Meise, Rich Olohan, Shanna Griffin, Marlene Freyler.

Review & Consideration of the April 9, 2024 minutes.

Motion: Carol Meise moved to approve the April 9, 2024 minutes as written.

Second: Marlene Freyler

Decision: 6-0, all in favor

Public hearing for a subdivision and a lot line of adjustment Map 5 Lots 12 & 114 applicants Kathie & Roy Joseph Messer- 408 Fairgrounds Rd. Bradford NH 03221

Public Hearing: Opened 7:04 pm

Raymond Critch spoke on behalf of the applicants to review the application. The lot line adjustment is to bring the garage into compliance.

Motion: Carol Meise moved to acknowledge that the application has no regional impact.

Second: Rich Olohan

Decision: 6-0 all in favor

Closed applicant comments and discussion at 7:10 pm

Public Input: No comments from the public.

The Public Hearing was closed at 7:11 and opened for Board discussion.

Katie was present at the site walk and found everything in order; everything was marked as needed. Driveway permit requirements have been met by the Highway and Fire Departments. They will need to be approved by Select Board.

Motion: Carol Meise moved to approve this application for a subdivision of Map 5 Lots 12 and 114.

Motion: Rich moved to approve the lot line adjustment of Map 5 Lot 12.

Hearing closed at 7:15.

Katie will send notification of approval and complete filings with the State.

Peter Weeks of J.E. Belanger of Dunbarton appeared to discuss the conversion of Fisherfield Apartments on West Main from rental property to condominiums. The proposed plan is to convert 32 rental units to 32 condominiums. Property consists of three lots. Consensus of the Board is that a site plan will be necessary. Katie will research the subdivision regulations.

Frank Gulczinski appeared via zoom to discuss Map 3, Lot 46, at the end of Blaisdell Hill Road, which he and his wife have purchased with the goal of building a retirement home. This property is reached by a Class VI road. They have investigated improving the road to Class V and have found the expense prohibitive. The Bradford ordinance states there is no building on a Class VI road. As a workaround the Bradford Highway presented three options. One option is to treat the Class VI road as a driveway of approximately ¼ mile. Katie will email requirements for Class V road. Katie will consult with Matt at Central New Hampshire Regional Planning.
