Planning Board Minutes 07.31.24

Call to Order 7:00 pm

To Do:

Review & Consideration of the June 25, 2024 minutes.

Discussion: The minutes of June 25 should show that Steve Chase was seated for Carol Troy.

Motion: Steve Chase moved to approve the minutes as amended.

Decision: 5-0 All in favor

Public Hearing:  None

Appearances:

Jessica Michie– 5 Acres preliminary conceptual consultation for proposed gutter connected greenhouses that are 30’x60′. Jessica presented details of the proposed changes. Consensus of the Board is that the proposed changes met the requirements of a site plan revision.

Motion: Carol Troy moved to approve an application for a revision of the site plan, 2600 NHRoute103, Map 3: Lot 52-2A.

Decision: 5-0, All in favor

The Michies submitted an application for site plan revision with the $50 fee.

Beata Bzura -Map 11 lots 14 & 18 preliminary conceptual consultation for “Golden Light Village Retreat”, Map 11, Lots 14 & 18, located at 131 Massasecum Avenue.

Katie read into the record the approval from the ZBA.:

“You are hereby notified that the application for a special exception to run a seasonal wellness retreat in the Residential Rural District on property, identified as Map 11, Lots 14 & 18, located at 131 Massasecum Avenue, has been approved with the following conditions:

  1. All state and local requirements must be met for septic, water quality and stream crossing.
  2. All requirements of the Bradford Fire Chief and NH Fire Marshall must be met.
  3. This approval is for a wellness retreat only as presented to the Board on July 3, 2024. Any change in use or expansion would require another application.
  4. This approval is for five cabins holding a total of ten people in phase one, and ten cabins holding a total of twenty people total in phase two. Phase one cabins will be removed and not used during phase two. Phase two consists of 10 cabins each 10 feet by 10 feet and one 20 feet by 20 feet building.
  5. There will be no unnecessary outside lighting or sound amplification.

  • Planning Board has a received a site plan dated May 7, 2024.
  • The Board discussed the usage of the existing septic system designed for six people on the property for the planned cabin occupancy of 10 people. Consensus of the Board is that the existing septic system is probably not adequate.
  • Katie told Beata that an engineered site plan including a map will need to be submitted. Matt recommended that the site plan include all the years of the project.
  • The May 7, 2024 site plan is withdrawn. A new site plan will need to be submitted.
  • Katie gave Beata printed information containing all the requirements for submission of a site plan.

Ashley Bauer– Appeared with a voluntary lot merger application, Map 17, Lot 32 to merge with Map 17, Lot 31. Application is signed.

Unfinished Business:

  • Site Plan for Fisherfield apartment condo conversion Map 16 Lots 73,77 & 82

Moved: Carol Troy made a motion to move this item forward in the agenda.

New Site plans were submitted by Jacques Belanger.

  • Mapping update/ Masterplan. The cost of the mapping will be needed for the master plan. Matt recommended that a good start would be land use, transportation, and zoning maps.
    • Tiny home ordinance- tabled
    • Drafted driveway permit standards for review – will be reviewed at the next meeting.
    • SWOD update: A draft is complete and will come to the board for review.

Public Comments:   None

New Business:

Katie presented a draft of a Class VI road policy. This updated policy clarifies the process and establishes what needs to be documented before a decision is made by the Select Board. The Board reviewed notes to be submitted to the Select Board on a Blaisdell Hill Road property.

Planning Board Communications: Carol Troy reported that the Capital Improvement Program Committee met July 17th, The CIP Committee hopes to bring the 2025 Capital Improvement Program to the Planning Board for public hearing on October 22.

Next Planning Board Meeting is August 27, 2024 at 7:00 pm in the Town Hall.
