Call to Order and Roll Call:
Robert Stewart, Chair called the meeting to order at 7:40pm, and advised this will be the final meeting of the Budget Committee as the Budget will be set tonight. Attending are: Andrew Pinard, Selectmen Representative, Jack Meaney, Chris Aiken, Marlene Freyler, Jane Lucas, Cheryl Behr, Administrator and Marge Cilley, Secretary. Gary Wall was absent.
Robert Stewart, Chair advised the Selectmen requested that some of the Budget be re-done since last time, which will be done first this evening.
4130 Executive:
Reduction of one thousand one hundred dollars ($1,100.)
Motion was made by Jane Lucas to reduce the Executive Budget #4130 by
$1,100. Seconded and carried 5-0.
4140 Elections:
Motion was made by Jack Meaney to reduce #4140 by one hundred
Dollars ($100.) to a new total of Four Thousand Four hundred and
Fifty Dollars ($4,450.) Seconded and carried 5-0.
4150 Financial Administration:
Motion was made by Jack Meaney to reduce #4150 by $3,300.
to a grand total of Eighty Three Thousand Four Hundred and one
dollars. ($83,401.) Motion seconded and carried 5-0.
4153 Legal:
Motion was made by Jack Meaney and seconded by Chris Aiken to
Reduce #4153 to Fifteen Thousand Dollars ($15,000.) Motion
Carried 5-0.
4155 Employee Benefits
Motion was made by Jane Lucas and seconded by Jack Meaney
To reduce # 4155 to Two hundred Forty Three Thousand Nine
Hundred Twenty Four Dollars ($243,924.) Motion Carried 5-0.
4194 General Government Buildings
Motion was made by Jack Meaney to reduce #4194 to Forty Two
Thousand Seven Hundred Thirty Two Dollars ($42,732.). Seconded
by Chris Aiken. Motion carried 5-0.
4199 Other General Government:
Motion was made by Jack Meaney to reduce #4199 to Twelve Thousand
Ninety Dollars ($12,090.) Motion seconded and carried 5-0.
4225 Rescue Squad:
Mark Goldberg advised New London Hospital is now charging $3,000 for Para-Medic Intercept and requested same be put into the budget.
Motion was made by Jack Meaney and seconded by Chris Aiken to reduce
#4225 to Seventy Nine Thousand Three Hundred Twenty Dollars.
($79,320.) Andrew Pinard, Selectmen’s Representative recommended
seeing if the billing for the ambulance will cover payments for the Rescue
Squad.
Motion made by Jack Meaney and Second made by Chris Aiken were
both withdrawn.
Motion was made by Jack Meaney to decrease the Rescue Squad
Budget #4225 to Eighty Two Thousand, Three Hundred Twenty Dollars
($82,320.) to include coverage of Para-Medic Intercept cost. Seconded by
Marlene Freyler. Andrew Pinard voted No. Motion carried 4-1.
Andrew Pinard, Selectmen Representative recommended that the Three
Thousand Dollars ($3,000.) added to their budget #4225 be added to the
Appropriate Line to their Budget, as opposed to the Bottom Line of their
Budget.
4290 Emergency Management:
Motion was made by Chris Aiken to reduce #4290 by Five Hundred
Dollars ($500.) to Five Hundred Dollars ($500.). Motion seconded by
Jane Lucas and carried 5-0.
4312 Highway Department:
Motion was made by Jane Lucas to decrease the Highway Department
Budget #4312 to Three Hundred Seventy Two Thousand Four Hundred
Ninety Five Dollars ($372,495.) Seconded by Marlene Freyler. Motion
Carried 5-0.
4323 Solid Waste Collection:
Motion was made by Jack Meaney, Seconded by Chris Aiken for
#4323 in the amount of Fifty Thousand Eight Hundred Seventy Seven
Dollars ($50,877.) Motion carried 5-0.
4324 Solid Waste Disposal:
Motion was made by Jack Meaney, Seconded by Chris Aiken for
#4324 in the amount of Fifty Six Thousand Six Hundred Dollars
($56,600.) Motion Carried 5-0.
4415 Inoculations:
Motion was made by Marlene Freyler and Seconded by Chris Aiken to reduce #4415 to Eight Hundred Dollars ($800.) Motion carried 5-0.
4520 Parks and Rec:
Motion was made by Jane Lucas and Seconded by Marlene Freyler to
Reduce #4520 to Four Thousand Three Hundred Eighty Dollars
($4,380.) Motion carried 5-0.
4711 Long Term Notes
Motion was made by Jane Lucas, Seconded by Marlene Freyler for
#4711 to be reduced to Eighteen Thousand Dollars. ($18,000). Motion
Carried 5-0.
A Five Minute Break was taken at this time.
WARRANT ARTICLES
Robert Stewart, Chair advised Article V cannot be done at this time, but it will be completed tomorrow for signatures.
Article 6. To see if the town will vote to raise and appropriate the sum of One Hundred Twenty Thousand Dollars ($120,000) to build a salt shed for the Highway Department Facility. This will be a non lapsing appropriation to continue until the money is spent or December 31, 2014. Selectmen recommended.
Motion was made by Marlene Freyler to recommend the amount of One Hundred Twenty
Thousand ($120,000) for Article 6, to build a Salt Shed for the Highway Dept. Facility. Seconded by Jane Lucas.
Marlene Freyler withdrew her motion and Jane Lucas withdrew her second.
Motion was made by Jack Meaney to not recommend Article 6, for $120,000. Seconded by Chris Aiken. Andrew Pinard, Selectmen Representative, voted No. Motion carried 4-1.
Article 7. To see if the town will vote to appropriate the sum of Twenty Four Thousand Dollars ($24,000) for the purchase and installation of a new air quality system for the Bradford Highway Garage. This will be funded from surplus and no additional money will be raised by taxation. Selectmen recommended.
Motion was made by Jack Meaney to approve Article 7 in the amount of $24,000.00,
for the Air Quality System for the Highway Garage. Seconded by Jane Lucas. Motion carried 5-0.
Article 8. To see if the Town will vote to establish a Non-Capital Reserve Fund under the provisions of RSA 35:1-c for the purpose of offsetting expenses associated with unexpected increases in the costs of petroleum-related products and winter road salt, and to fund from surplus the sum of Twenty Thousand Dollars ($20,000) to be placed in this fund, and further to appoint the board of selectmen as agents to expend from this fund. No money to be raised by taxation. Selectmen recommended.
Motion was made by Jane Lucas to accept Article 8 and to recommend $20,000 as written. Marlene Freyler seconded the motion. Motion carried 5-0.
Article 9 To see if the town will vote to raise and appropriate the sum of Twenty Four Thousand Dollars ($24,000) to re-roof the Bement Covered Bridge with a metal standing seam roofing material. This will be a non lapsing appropriation and continue until the money is spent or December 31, 2014. Selectmen recommended.
Motion was made by Jane Lucas to accept Article 9 as written. Seconded by Marlene Freyler. Jack Meaney voted no. Motion carried 4-1.
Article 10. To see if the town will vote to raise and appropriate the sum of Thirty Thousand Dollars ($30,000) to fund the Highway Heavy Equipment Capital Reserve.
Selectmen Recommended.
Motion was made by Marlene Freyler to not recommend Article 10 to appropriate $30,000 to fund the Highway Heavy Equipment Capital Reserve. Seconded by Jack Meaney.
Andrew Pinard, Chris Aiken, Jane Lucas voted no. Motion defeated 3-2.
Motion made to recommend Article 10 as written for $30,000 was made by Jane Lucus, Seconded by Chris Aiken. Marlene Freyler and Jack Meaney voted no. Motion carried 3-2.
Article 11. To see if the town will raise and appropriate the sum of Forty Thousand Dollars ($40,000) for Road Sealant. This is a non lapsing appropriation and will continue until December 31, 2014 or until used. Selectmen Recommend.
Motion was made by Chris Aiken to not recommend Article 11 for $40,000 for Road Sealant. Seconded by Marlene Freyler. Andrew Pinard, Jack Meany and Jane Lucas voted No. Motion defeated 3-2.

Article 12. To see if the town will vote to raise and appropriate the sum of One Hundred Thirty Three Thousand Dollars ($133,000) to repair and resurface Sunset Hill Road. This will be a non lapsing appropriation to continue until December 31, 2014. Selectmen recommended.
Motion was made by Jack Meaney to not recommend Article 12 and $133,000 to repair and resurface Sunset Hill Road. Seconded by Chris Aiken. Andrew Pinard voted no.
Motion carried 4-1.
Article 13. To see if the town will vote to raise and appropriate the sum of Seventy Five Thousand dollars ($75,000) for the design and construction of Bridge #098-114 on West Road. This will be a non lapsing appropriation until the funds are expended or December 31, 2014. Recommended by the Selectmen.
Motion was made by Jack Meaney to recommend Article 13 as written for $75,000. Seconded by Marlene Freyler. Motion carried 5-0.
Article 14. To see if the town will vote to raise and appropriate the sum of Ten Thousand dollars ($10,000) to evaluate and repair Bridge #098/117 on West Meadow Road. This will be a non lapsing appropriation and continue until the funds are expended or December 31, 2014. Selectmen recommended.
Motion was made by Chris Aiken to recommend Article 14 as written for $10,000. Seconded by Jane Lucas. Motion carried 5-0.
Article 15. Gone from Warrants.
Article 16. To see if the town will vote to raise and appropriate the sum of Ten Thousand One Hundred Seventy Two Dollars ($10,172) for the first year of a four year lease to purchase and outfit a four wheel drive police vehicle. The total amount of the vehicle is Thirty Six Thousand Nine Hundred Forty One Dollars ($36,941). Selectmen recommended.
Motion was made by Jack Meaney to recommend Article 16 as written, for the first year of a four year lease at $10,172, for a total of $40,688. Seconded by Chris Aiken. Motion carried 5-0.
Article 17. To see if the Town will vote to change the purpose and title of the existing New Police Facility Capital Reserve Fund to the Police Facility Updating and Renovation Fund. Two thirds vote required. Selectmen recommended.
No motion required, no money involved.

Article 19. To see if the town will vote to raise and appropriate the sum of Nine Thousand Dollars ($9,000) to purchase and install a fence around the Fire Pond located on property owned by Karen and Christopher Way at Map 17, Lot 19. This is a non lapsing appropriation and will continue until the money is used by December 31, 2014.
Selectmen Recommend.

Article 20. To see if the town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000) for the Ambulance Capital Reserve. Selectmen Recommend.

Article 21. Shall we rescind the provisions of RSA 31:95-c to restrict 100% of the revenues from ambulance transportation to the expenditures of the purpose of operating the Bradford Rescue Squad, including salaries and new equipment?
Does not require recommendation by board.
Article 22. To see if the town will vote to establish a revolving fund pursuant to RSA 31:95-h, for the purpose of ambulance services, including salaries and new equipment. All revenues received for ambulance services will be deposited into the fund, and the money in the fund shall be allowed to accumulate from year to year, and shall not be considered part of the town’s general fund unreserved fund balance. The town treasurer shall have custody of all moneys in the fund, and shall pay out the same only upon order of the governing body and no further approval is required by the legislative body to expend. Such funds may be expended only for purposes for which the fund was created.
Does not require recommendation by board.
Article 23. To see if the town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) for the Town Facilities Capital Reserve. Selectmen Recommend.
Motion was made by Marlene Freyler to recommend Article 23 as written with $5,000. Seconded by Jack Meaney. Motion carried 5-0.
Article 24. To see if the town will vote to withdraw Thirty Five Hundred Dollars ($3500.) from the Town Facilities Capital Reserve to design a new front handicap entrance and Drive for the Bradford Town Hall. Selectmen recommended.
Motion was made by Chris Aiken to not recommend Article 24 for $3500. Seconded by Marlene Freyler. Jane Lucas and Andrew Pinard voted no. Motion carried 3-2
Article 25. To see if the town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) for the Repair of Town Buildings Capital Reserve. Selectmen Recommend.
Motion was made by Marlene Freyler and Seconded by Jane Lucas to recommend Article 25 as written for $5,000. Motion carried. 5-0.
Article 26. To see if the town will vote to raise and appropriate the sum of Twenty Thousand Dollars ($20,000) for the Fire Dept. Heavy Equipment Capital Reserve. Selectmen recommend.
Motion was made by Andrew Pinard and seconded by Jane Lucas to recommend Article 26 as written for $20,000. Motion carried 5-0.
Article 27. To see if the town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) for the Fire Dept. Building Repair Capital Reserve. Selectmen Recommend.
Motion was made by Jack Meaney and seconded by Andrew Pinard to recommend Article 27 for $5,000. Motion carried 5-0.
Article 28. To see if the town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000) for the Gravestone Repair Expendable Trust. Selectmen recommend.
Motion was made by Jack Meany to recommend Article 28 as written for $1,000. Seconded by Chris Aiken. Motion carried 5-0.
Article 29. To see if the town will vote to raise and appropriate the sum of Two Thousand Seven Hundred and Fifty Dollars ($2,750) for the Bradford Newbury Sutton Youth Sports. Selectmen recommend.
Motion was made by Chris Aiken to not recommend Article 29 for $2750. Seconded by Jack Meaney. Andrew Pinard and Jane Lucas voted No. Motion carried 3-2.
Andrew Pinard, Selectmen Representative requested Article 33 be looked at next.
Article 33. To see if the town will vote to raise and appropriate the sum of $96,000 (ninety six thousand dollars) for the purpose of contributing to the purchase of a conservation easement and associated expenses on a portion of the Battles Farm (Map 6, Lots 96 and 46). Said land is located at the intersection of Center Road and Jewett Road. The purpose of this easement will be to protect valuable agricultural and forest land, wild life habitat, wetland and flood control areas. This vote authorizes the Town of Bradford to accept a back-up executory interest in said conservation easement. This is by petition.
Selectmen do not recommend.
Motion was made by Marlene Freyler to not recommend Article 33 as written for $96,000. Seconded by Jack Meaney. Andrew Pinard voted No as individual, not as Selectman Representative. Motion carried 4-1.
Article 30. To see if the town will vote to raise and appropriate the sum of Five Thousand ($5,000) for the Boat launch. Selectmen recommended.
Motion was made by Chris Aiken to not recommend Article 30 as written for $5,000.
Jane Lucas seconded. Andrew Pinard, Selectmen Representative voted No. Motion carried 4-1.
Article 31. To raise and appropriate the sum of Fifteen Thousand Dollars ($15,000) for the Revaluation Capital Reserve. Selectmen recommended.
Motion was made by Marlene Freyler to recommend Article 31 as written for $15,000.
Seconded by Chris Aiken. Motion carried 5-1.
