Bradford Conservation Commission Draft Meeting Minutes
February 16, 2016, 7pm at Brown Memorial Library
Present: George Beaton, Seth Benowitz, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Scott MacLean, Brooks McCandlish. Also in attendance Bob Stewart Jr, a wetland scientist.
Secretary’s Draft Report: The meeting minutes of 1/19/2016 were reviewed and accepted as read.
Treasurer’s Report: Meg presented the 2015 end of year report for our review.
Map 3, Lot 89 Proposed Business Site: Bob Stewart Jr, a wetland scientist representing an abutter, voiced concerns over the proposed site plan for a landscape/hardscape business along Rte 103 in Bradford noting that the lot is within the shoreland protection area with wetland buffers in place. The application is scheduled to go before the Zoning Board of Adjustment on February 17 to request a variance to these buffer provisions. Several members of the BCC plan to attend.
Saving Special Places 2016: The annual workshop will take place Saturday, April 9, 2016 in Alton at Prospect Mountain High School. Workshop details are available online.
2016 Coverts Program: Interested individuals are encouraged to apply to participate in this unique and adventurous educational experience.
Loam Excavation: A Bradford resident has contacted the BCC with concern over a possible loam excavation without permit. The individual was referred to the Selectmen. It was noted there is an available complaint form which may be filled out in these situations.
Potential Conservation Project: There is property spanning the Hillsborough/Bradford town line that has been mentioned as a possible conservation project. Ann volunteered to draft a letter to the owners.
There is another potential conservation project on Jewett Road which is being addressed by Ausbon Sargent.
Junkyard Regulations: George mentioned that there are abandoned vehicles and oil containers on a public road in Bradford. There ensued a discussion of rules regarding these conditions; George offered to speak with the owner of the property to obtain more information and possibly educate.
Warner River Protective Designation Program: There is a public meeting regarding regulations which will be instituted along the Warner River corridor if the Warner River is designated in this program. This information session will be held Wednesday March 16 at the Warner Town Hall, and abutters will be notified. Scott noted that regulations are advisory, and not necessarily mandatory.
The meeting adjourned at 8:55pm. The next scheduled meeting is Tuesday, March 15, 2016, 7pm at Brown Memorial Library.
