BUDGET COMMITTEE MEETING
JANUARY 7, 2015
6:30PM
Call To Order and Roll Call:
Dick Keller, Chair called the meeting to order at 6:30pm with Will Hurley, Don Jackson, Beth Downs, George Cilley, John Pfeifle arrived 7:06pm, Cheryl Behr, Administrator and Marge Cilley, Secretary present. Susan Reynolds was absent.
Review and Consideration of December 17, 2014 minutes:
Motion was made by George Cilley to approve the December 17, 2014 minutes as presented. Seconded by Beth Downs. Don Jackson abstained. Motion carried 4-0.
Selectmen’s Preliminary 2015 Warrant Articles for review and discussion:
At this time, John Pfeifle, Selectmen is not present and Cheryl Behr advised the Selectmen have not voted on any Warrant Articles at this time. Cheryl did hand out a list of “ Future Warrant Articles” to the members which was gone over and discussed at length, including but not limited to:: The Town Hal Restoration – The Building Sub-Committee is meeting Thursday, and will hopefully have some numbers for dollars and costs of each portion of the project next week. John Pfeifle, Selectmen Representative advised a million dollar Revolving Fund is being discussed meaning payment is based on what is actually used
Fire Department – Discussion encompassed a Tanker and Pumper, as well as investigating joint town cooperative efforts. It was consensus of the board to invite the Fire Chief to come in to discuss these with the Budget Committee at the January 14th scheduled meeting.
Highway Department – Discussion regarding replacing cost of new truck and plow as well as sander and screen. John Pheifle advised yes when asked by Dick Keller, Chair if the Sander and Screen have been taken out of the proposed Warrant Articles. John allowed that when they get out of the present pit, then a screen could be used. If the truck does not pass, then a sander alone will be needed.
John Pfeifle suggested there are several major current concerns with the budget, and listed the following Departments needing answers.

- #4140 Election & Vital Records
- #4153 Legal
- #4210 Police Dept.
- #4240 Building Dept
- #4290 Civil Defense ( Emergency Management)
- #4312 Highway Department
- #4583 Patriotic Purposes
Police Dept. – Ed Shaughnessy, Police Dept. answered questions from the board regarding overtime hours and advised that is partially made up from court dates, also holiday hours and illnesses,. Ed also reiterated that there will be overtime allotted funds not used this year, and will not be spent on anything else. Another topic is the telephone bill which Ed explained.
The first Public Hearing is to be posted for February 11, 2014 at 7:00pm with February 18th as the second Public Hearing if necessary.
Warrant Articles do need to be presented to the Budget Committee for their next week’s scheduled meeting, January 14, 2015.
There was much discussion regarding town department budgets with resolutions at this time.
Cheryl Behr advised the revaluation of the town will be done this year.
Next scheduled meeting is scheduled for: Wednesday, January 14, 2015 at 6:30pm.
There being no other business to come before the committee, meeting adjourned 9:15pm.
