BUDGET COMMITTEE MINUTES
JANUARY 8, 2014

Call to Order and Roll Call:
Dick Keller, Chair called the meeting to order at 6:30pm with Jon Marden, George Cilley, Will Hurley, Sue McKevitt, John Pfeifle, Selectmen Representative, Cheryl Behr, Administrator and Marge Cilley, Secretary present.
Review and Consideration of December 18, 2013 minutes:
Motion was made by George Cilley to approve the December 18, 2013 minutes as presented. Seconded by Jon Marden. John questioned two Roads not being completed in 2013, but 2014, those being, Sunset Hill and Fairgrounds, no discussion previously.
Motion carried as presented 5-0. (John Pfeifle had not arrived at this time.)
Dick Keller, Chair mentioned the School District Meeting to be held Saturday, January 11, 2014 at 9:00am to present their budget.
Operating Budget Recommendations as presented by the Selectmen:
Due to so much paper work, Sue McKevitt requested that all documents show a date and page number for clarity.
4130 Executive
Discussion ensued with following decision.
Line Item 1401 – Budget Committee Expense – deduct $150.00 from total.
Cheryl Behr requested the Budget Committee give her any information request early on she can accommodate specific information requested.
Discussion ensued regarding future pay increases after Town Meeting beginning in April 1, 2015. This year they began on January 1, 2014.
Mention was made that everyone should be proud of the roads in town now.
Discussion ensued regarding taking $80,000 from Fund Balance.
Also the need to increase the Tax Rate by increasing businesses in town was a topic of conversation.
Discussion regarding meeting with Newbury to join forces in some departments was discussed.

Motion was made by Sue Mckevitt to approve. Seconded by George Cilley. Jon Marden abstained. Motion carried 5-0.
4589 Community Center $22,600.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Sue McKevitt abstained. Motion carried 5-0.
4583 Patriotic $13,500.00
Motion was made by Sue McKevitt to approve. Seconded by Will Hurley. Motion carried 6-0.
4550 Library $66,140.00
Motion was made by George Cilley to approve. Seconded by Sue McKevitt. Motion carried 6-0
4520 Parks & Rec 2,000.00
Motion was made by Will Hurley to approve. Seconded by George Cilley. Motion carried 6-0.
4445 Welfare Payments $32,843.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 5-1.
4441 Welfare $6,244.00
Motion was made by George Cilley to approve. Seconded by Will Hurley. Motion carried 5-1.
4415 Inoculations 100.00
Motion was made by George Cilley to approve. Seconded by Will Hurley. Motion carried 6-0.
4324 Solid Waste Disposal $40,100.00
Motion was made by Jon Marden to approve. Seconded by George Cilley. Motion carried 6-0.
4323 Solid Waste Collection $74,493.00
Motion was made by George Cilley to approve. Seconded by Sue McKevitt. Motion carried 6-0.
4316 Street Lighting $4,800.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 6-0.
4313 Bridges 100.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 6-0.
4312 Highway Department $465,517.00
Much discussion ensued and it was stated that this is a 7% increase. Motion was made by George Cilley to approve Seconded by Sue McKevitt. Motion carried 6-0.
4290 Civil Defense $2,750.00
Motion was made by George Cilley to approve. Seconded by Sue McKevitt. Motion carried 6-0.
4240 Building Department $19,793.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 6-0
4225 Rescue $73,997.00
Motion made by Sue McKevitt to approve. Seconded by George Cilley. Motion carried 6-0. Mention was made that Henniker Rescue and Bradford Rescue were meeting tonight.
4220 Fire Department $61,500.00
Motion made by George Cilley to approve. Seconded by Will Hurley. Motion carried 6-0.
4210 Police Department $445,720.00
This Department was tabled and the Selectmen will discuss it at Monday, January 13th meeting.
4199 Other General Government $8,800.00
Motion was made by John Pfeifle to approve. Seconded by George Cilley. Motion carried 6-0.
4196 Insurance $77,566.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 6-0.
4195 Cemetery $26,125.00

4194 General Government Buildings $51,679.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Motion carried 6-0.
4191 Planning and Zoning $9,053.00
Motion was made by George Cilley to approve. Seconded by Jon Marden. Question arose about the amount recommended by the Selectmen for the Circuit Rider. Dick Keller abstained. Motion carried 5-0

Motion was made by John Pfeifle to approve. Seconded by Jon Marden. Motion carried 6-0.
4152 Revaluation $25,346.00
Motion was made by George Cilley to approve. Seconded by John Pfeifle. Motion carried 6-0.
4150 Financial $94,611.00
Motion was made by Jon Marden to approve. Seconded by George Cilley. Motion carried 6-0.
4140 Election $9,018.00
Motion was made by George Cilley to approve. Seconded by John Pfeifle. Motion carried 6-0.

Motion was made by George Cilley to approve. Seconded by Will Hurley. Jon Marden /Nay Sue McKevitt/Abstained, Dick Keller/Nay. Motion carried 3-2.
Warrant Articles:
Comment was made that the Selectmen choose the length of a Bond.
A Draft of Warrant Articles were handed out to the members by Cheryl Behr, not necessarily in the order they will be in with the finished list. These Articles were discussed at length and it was agreed that John Pfeifle, Selectmen will bring up the Highway Bond to the Selectmen at their next meeting for further discussion.
Dick Keller, Chair handed out a Preliminary Budget Projections sheet for 2014/2018 for the members to peruse.
