BUDGET COMMITTEE MEETING
JULY 17, 2013

Call To Order and Roll Call:
Dick Keller, Chair opened the meeting at 6:30pm with George Cilley, Don Jackson, John Pfeifle, Selectmen Representative, Will Hurley and Marge Cilley, Secretary present. Beth Rodd was absent.
Review and Consideration of April 17, 2013 minutes:
Motion was made by George Cilley to approve the April 17 minutes as presented. Seconded by Don Jackson. Motion carried unanimously.
2014 Budget Committee time line:
Dick Keller, Chair handed out a projection of the Budget Committee Time Line for the 2014 budget which includes CIP discussion with the Budget Committee regarding department requests no later than mid September, and to also meet in October and November.
John Pfeifle meeting with Newbury Selectmen:
John Pfeifle gave a brief synopsis of his meeting with the Newbury Selectmen Monday evening, July 15, 2013 regarding the idea of joining some departments of both towns together, especially the Transfer Stations. This could provide better service and be more cost effective for each town. John also discussed briefly the addition of a Worm Farm at the Bradford Land Fill which has been applied for. John advised that both towns will continue the talks and the suggestion of follow up meetings consist of a Selectman, Town Administrator and a volunteer from the Budget Committee, and Will Hurley volunteered.
Wage & Salary:
There was some discussion regarding salaries, COL as well as merit increases, which does have to be earned. Salaries are under the jurisdiction of the Selectmen.
Quarterly Report:
The quarterly report, through June 30, 2013 was reviewed. both Expenses and Revenue Summary, and discussed. Recognized was that employee benefits are now showing under each department.
It was noted that Cheryl Behr is working on department inventories upon receipt from the respective departments. Comments were that hours and condition of equipment are also important information.
Dick Keller, Chair will invite the CIP to the next meeting which is scheduled for:
Wednesday, September 18, 2013 at 6:30pm.
