Budget Committee Draft Meeting Minutes
August 20, 2020 6:30pm
Members – Laurie Colburn (Chair), Marlene Freyler (Select Board Rep), Justin Dohrn, Tim Mckenna via ZOOM and Doug Southard via ZOOM.
Karen Hambleton, Town Administrator was present
Mark Fournier was absent.
The meeting was called to order at 6:31.
Pledge of Allegiance
Old Business:
- Chris Frey – Filling the vacant position.
Chris Frey has expressed interest in filling the vacant position.
Motion: Justin Dohrn motioned to appoint Chris Frey to the Committee.
Second: Marlene Freyler
Decision: 5-0 in favor
Chris was seated at 6:36.
Receipt of Correspondence:
- Review minutes from the July 16, 2020 meeting
Motion: Doug Southard motioned to approve the minutes from July 16th.
Second: Tim Mckenna
Decision: 5-0 in favor; Chris Frey abstained
Review of Budget and Expenditures:
- Reminder to register for Budget & Finance virtual workshop; Thursday, September 24, 2020 – 9:00am to 4:00pm
Chris Frey and Laurie Colburn expressed interest in attending. They will reach out to Maureen in the Selectmen’s Office to sign up.

- Department Head partnering updates:
- Highway – Mark Fournier
- Police – Tim Mckenna – not completed yet
- Fire Department – Doug Southard – waiting for new Chief to settle in
- Executive/Select Board – Marlene Freyler

- Transfer Station – Justin Dohrn – nothing new to consider in the 2021 budget
- Library – Laurie Colburn – has not connected yet

A question about the PSNH lawsuit came up. Karen explained that the ongoing lawsuits stem from a disagreement on how the value of lines and poles in Bradford are assessed.
Laurie asked for explanation about the Henniker Ambulance agreement and bill. Karen will share that with the Committee when she sends the August expense and revenue figures.
