Call To Order and Roll Call:
Dick Keller , Chair called the meeting to order with Jon Marden, George Cilley, Sue McKevitt, John Pfeifle, Selectmen’s Representative, Cheryl Behr, Administrator and Marge Cilley, Secretary present.
Review and Consideration of October 23, 2013 minutes:
Motion was made by George Cilley to approve the minutes of October 23, 2013. Notice was given that on page 4, bottom of page should read: The 2014 Department Head Budget Score Card was handed out for perusal by the board. Motion seconded by Jon Marden. Motion carried with edit 4-0.
Notice was given that the 2013/2014 Tax Rate has been received and has gone down.
Tax Rate is $22.42 which is down .2%.
Town $6.67 School $10.47 Education Tax $2.41 County $2.87
Down 9.6% Up 3.4% Up 1.3% Up 2.1%
John Pfeifle, Selectmen’s Representative advised no budgets have been approved as yet.
Mark Goldberg – Fire Dept.-Operating Budget:
Mark Goldberg came before the Budget Committee and discussed his proposed budget for 2014 which remains the same as last year. Some topics that were discussed included
Hydrants on fairground/West Meadow Road, and rehab hydrant junction of Center Road and West Road.
Generator- new one has not been received as yet.
Discussion regarding the Rescue Department being assisted by Henniker Rescue
Fire Station maintenance.
Warrant Article re: Lease/Purchase of tanker truck. Conversation ensued.
Mark stated there are three options for turning in old truck, those being:
Truck could be turned in to Valley for $6,000.00.
Truck could be turned in to the State
Truck could go to the Highway Department, being a 4 wheel drive vehicle.
It was explained that the town now tracks the Fire Department Inventory and only those valued $5,000 or over.
CIP:
Marcia Keller brought in copies of the Preliminary CIP worksheet for 2013 which was handed out to members and was discussed. It was stated that the CIP will be available and provided to the Selectmen on November 18th at their scheduled meeting.
Dick Keller, Chair advised the pre-selectmen approved budget does help the Budget Committee. John Pfeifle advised everyone wants to be cooperative.
Cheryl Behr provided printouts showing Expenses as of 11/12/13 with shaded areas showing changes, as well as Department Head reports that have been received to date, of their anticipated 2014 budget needs.
John Pfeifle was hopeful that more than half the reports would be received by the Selectmen and decisions made by next week and finish them on the Nov. 25 Selectmen’s meeting to be forwarded to the Budget Committee. John also stated that salary ranges for all Departments will be made up, and employees will be paid accordingly.
Mention was made of a letter regarding Town of Bradford’s share of a Sutton Resource Officer to be no greater than $10,000.00.
Notice of NHMA Webinar: Everything you ever wanted to know about the Community Development Block Grant (CDBG) program upcoming meeting on Tuesday, November 19 12:00 to 1:00 was noted.
Next Meeting is scheduled for Tuesday, December 3, 2013 at 6:30pm.
There being no other business to come before the board, meeting adjourned 8:05pm
