The meeting was called to order at 5:41 pm.

Review and Discuss any changes or edits to the 2021-2031 CIP spreadsheet:
Highway Department:
- Selectmen Jason Allen provided feedback to Pam regarding the Capital Improvement Program and clarified that the Town Repair Fund is for the use of all departments. The savings for the Highway Department should be allocated to the Highway Heavy Equipment fund.
- The road paving savings for 2022 were adjusted from $300k to $225k for offset purposes.
- The grader was allocated to the year of 2023 and the six-wheeler allocated to the year of 2024.
- Misc. projects in the amount of $89k needs to be updated in the anticipated costs column.
- West Main Street project costs in the amount of $600k were edited to reflect the whole cost of the project and provide a caption explaining the Town’s contributed amount and the grant funding amount.
- Added Massey Tractor to the year 2031 in the amount of $50k.
Police Department:
- Costs for the police cruiser were adjusted; Line item one to $50k; Second line item to $50k and the Third line item to $47k.
- Police Facility $500k
Fire Department:
- The CIP Committee discussed the SBCA line item.
- For the year 2024 in the 2006 Heavy Equipment Fund line item; the mini pumper in the amount of $275k and line item in the amount of $10k for repair costs, were combined as one line item totaling $285k.
Town Hall:
- The CIP Committee discussed the Town Hall repairs. Doug Southard questioned funds not being spent in the year 2022. Pam explained that it’s up to the departments to provide an anticipated date or to have a solid specific plan as to when they will need the funds. The CIP Committee discussed moving the savings to the year 2022.
- The CIP Committee discussed the Capital Reserve Funds as well as the tax impact. The tax impact will need to be updated with the reevaluation of the Town. Totals need to be calculated on the spreadsheet and the dates for the spreadsheet need to be updated. The CIP Committee discussed ideas and goals for the next working year.

CIP Committee Communications:
- The Planning Board will hold the Public Hearing for the adoption of the 2021-2031 Capital Improvement Program at their meeting on October 27th, 2020.
- The next CIP Committee will be meeting with the Budget Committee and the Select Board on November 5th, 2020 at 6:30pm.
