CIP COMMITTEE MEETING MINUTES

September 26, 2018

Attendees – Claire James, Jim Bibbo, Jason Allen, Karen Hambleton, Marlene Freyler

Absent – Sheila Jackson

Meeting was called to order at 12:08pm.

Review of 9.19.18 Meeting Minutes:

Marlene Freyler made a motion to accept the minutes.  Jason Allen seconded.  Vote: 3-yes, 1-abstain (Jim Bibbo was not present at the last meeting and abstained.)

Review of Spreadsheet:

The committee reviewed a spreadsheet draft of all projects submitted to date, in order to check for accuracy of details and provide edits as needed.

  • Police Dept
    • Chief Valiquet indicated that he might be able to push the 2021 cruiser replacement to 2022.
    • Jim asked if Jason could find out whether the cruisers/SUVs can be replaced every 3 yrs., as opposed to every 2 yrs. His reasoning was that @ 45K for each vehicle replacement, the town can spread out the savings allocation over a 3 yr. period (@ 15K per year), as opposed to a 2 yr. period (@ 22.5K per year).
    • The total cost figure for the New Police Station should be changed from $300,000 to $310,000.  Expenditure year is TBD but has been slated for 2029 for purposes of CIP accounting.
  • Transfer Station – Claire will follow up with the committee to advise if the Trash Compactor is included in the tax impact calculations (as the money to be used for this expense comes from the Revolving Recycling fund).
  • Town Hall – A heating system and fire alarm are being bid out. Will likely not have the bid details until mid-November.
  • Highway Dept – Karen spoke with Steve, who advised that many of the projects should be moved up to earlier years than currently indicated on the 2018 version of the CIP. Suggested changes are as follows:
    • For the year 2019:
      • Salt/Sand Shed – Steve advised this should be 85K. Karen will ask him to confirm the accuracy of this number, as 135K was designated in last year’s CIP and the concern is that 85K may not be enough.  Jason commented that Sutton’s salt shed cost $150K to build. Change expenditure year request from 2025 to 2019.
      • Pick-up truck (add plow) used for plowing – Estimate to stay the same. Change expenditure year request from 2022 to 2019.
      • Chipper – The dept. is currently using an early 1980’s chipper. The estimate currently indicated on the CIP for this may change. Change expenditure year request from 2025 to 2019.
      • Road Repair Patch – Still designated at 50K.
    • For the year 2020:
      • Grader – Steve advised Karen that in 2020 he would like to trade in both graders the dept. currently has onhand, and get a new grader. He also advised that there was no real need to get the second grader and that further, the second grader purchased is not adequate for certain required tasks.  Normally a new grader would be approximately 325K.  The trade-in scenario would lower this figure to approximately 275K.  Change expenditure year request from 2024 to 2020.
    • For the year 2021:
      • Ten Wheel Dump Truck – Estimate to stay the same. Change expenditure year request from 2024 to 2021.
    • For the year 2022:
      • Six Wheel Dump Truck – Change current 170K estimate to 225K as Steve advised that 225K is a more accurate estimate for this item. Change expenditure year request from 2023 to 2022.

The highway department would also like to set aside funds for paving but has not yet provided this figure.

  • Fire Dept. – Marlene will provide updates as she receives information from Mark Goldberg. Claire advised her that the deadline to receive all departmental projects is October 15th.
  • General – The expenditure year for the Revaluation Reserve is 2020.

Claire asked Karen to check that the meeting minutes are posted in an accessible area on the town website.

Marlene Freyler made a motion to adjourn the meeting.  Jason Allen seconded.
