Bradford Conservation Commission Secretary’s Draft Report
February 20, 2024, 7pm at Brown Memorial Library
Present: George Beaton, Seth Benowitz, Nathanial Bruss, J Ann Eldridge, Meg Fearnley, Patty Furness, Becca Herman, Scott MacLean, Brooks McCandlish, and Doug Southard. Also in attendance Aaron Wechsler, representing Aspen Environmental Consultants, and Lois Kilnap.
Secretary’s Draft Report 1/17/24: The draft minutes were reviewed. Scott made a motion to accept the report as read, Brooks seconded. Followed by unanimous approval.
Treasurer’s Report: Meg presented the current statement. The remaining $0.53 of our 2023 appropriation was deposited in the general Town Fund.
Breezy Hill Road Wetland Permit Application: Aaron Wechsler of Aspen Environmental Consultants, representing owners of property on Breezy Hill Road Map 18, Lot 10 and Lot 11, presented a plan to reconstruct 116 feet of a retaining wall along the shoreline of Lake Massasecum. The current stone wall is collapsing and ineffective in controlling bank erosion. The proposed wall will be constructed on the same footprint using granite curbing, mortar and rebar secured to a concrete backing with drainage fill and fabric to limit infiltration. There will be no removal of existing bushes or trees, and minimal amount of loam will be added to restore the grade. After discussion, Brooks made a motion to approve the minimal impact procedure wetland permit application, Doug seconded, and all approved.
Environmental Scholarship: Lois Kilnap presented a proposal to support the pursuit of environmental careers in college-bound Bradford high school students by granting a scholarship. Much discussion ensued, and it was decided that an initial first step would be to contact the Bradford Scholarship
Committee to inquire about procedure and possible overseeing of this effort, which Brooks volunteered to do.
Shoreland Application: Map 23, Lot 18, State Route 114 application was approved. The forest cover affected is over 3000 sq ft, and there will be a 15% increase in impervious surfaces.
Saving Special Places 2024: This annual land conservation conference will take place Saturday April 6 at Prospect Mountain High School in Alton. Workshop information is available online.
Cottrell Baldwin Environmental Lecture Series: This annual event will take place at Fox Forest Henry Baldwin Environmental Center in Hillsborough. Programs will include Forgotten Forest Primeval (3/19), Remember Winter (3/26), Forest Carbon Primer (4/02) and The Promise of Building Big with Wood (4/09). All programs are 7-8:15pm.
Planning Board: The Central NH Regional Planning Commission will meet with the Planning Board on Wednesday February 28 at 2pm.
Beaver Issues: Steve Hall shared his list of roads impacted by beaver activity. Areas included Forest Street, West Road near Box Corner, Davis Road, and Gillingham Drive.
Goodridge Trail: George, Seth and Ann did some clipping, trimming and maintenance recently. Many thanks to the crew!
