Bradford Conservation Commission Secretary’s Draft Report
October 17, 2023, 7pm at Brown Memorial Library
Present: George Beaton, Seth Benowitz, J Ann Eldridge, Meg Fearnley, Patty Furness, Becca Herman, Scott MacLean, Brooks McCandlish, and Doug Southard.
Secretary’s Draft Report: The draft minutes of 9/19/23 were reviewed. Meg made a motion to accept the report as read, George seconded, followed by unanimous approval.
Treasurer’s Report: Meg presented the current balance on accounts of $246. Registration fees for George, Scott and Patty to attend the NH Association of Conservation Commissions annual conference on 11/04/23 will need to be paid from this. Any remaining funds will be used for the printing of trail maps. Brooks made a motion to submit the same budget ($1000 ) as last year. Patty seconded, all were in favor.
NHDES: A conditional alteration of terrain permit for Breezy Hill Realty LLC has been approved. However, more information is needed. The requested site specific soil mapping is being appealed by the owners of the property. There is currently no site walked planned.
NHDES: The four corners (County Rd, West Rd, Rowe Mt Rd, and Center Rd) restoration plan has been submitted and approved. However, the deadline of 9/30/23 has passed. Becca suggested that we ask DES for a status report.
Blaisdell Lake Rd, Map 3, Lot 36: Homeowners have removed trees on both sides of the stream on the property, and there are no erosion controls in place. This stream has native Brook Trout, and runs directly into the Warner River. Ann will pursue the filing of a complaint form with DES.
Route 114, Map 23, Lot 1: A Shoreland Protection application was submitted, but is incomplete and was returned.
Alder Plains Road Subdivision: The landowner inquired with ZBA about subdividing four lots on this Class VI road. No subdivisions are allowed on on Class VI roads, and a variance would be necessary.
Deer Valley Road Culvert: Ben Nugent is pursuing two possible federal grants.
Hoyt Brook Monitoring: The health of Hoyt Brook along Mountain Rd in Lucasville was monitored today.
Community Involvement Fair: This informational session on town Boards and Commissions will take place on Thursday, November 9, from 6-8pm at the Community Center.
Wetland Rules Changes: Ann reported there are new categories for permit by notification, and mitigation hierarchy removal, where there are no local mitigation options. There are new categories for permit by notifications, and a waiver is needed from the Conservation Commission to expedite the process.
Planning Board: Surface Water Overlay Protection has been updated, and mapping is the final piece.
Ausbon Sargent Annual Meeting: Sunday October 22 at 3pm at the New London Historical Society.
With no further business, the meeting adjourned at 8:10pm. The next meeting will be held Tuesday
November 21, 2023, 7pm at Brown Memorial Library.
