The meeting was called to order at 7:00 pm on Tuesday, January 24th, 2023.
Members present: Pam Bruss-Chair, Carol Troy – Vice Chair (acting Chair), Carol Meise, Katie Olohan – Alternate
Members present via zoom: Doug Troy, Laurie Colburn, Steve Chase – Alternate
Absent: Sonny Harris, Mel Pfeifle-Selectman’s Rep, Kristen Mihaly
Guests: Matt Monahan-Central NH Regional Planning Commission, Doug Webb
Communications: There was no quorum present. Chair Bruss reviewed pending and future tasks.
Lumber Barn: Doug Webb came to present a plan to replace/repair the retaining wall which is failing. Planning on building out and increasing sq footage of building in the future. No need for a permit from the Planning Board for fixing the current retaining wall, needs building permit. Discussed buffers, no current change in sq ft. Discussed process for future additions. New line drawn on plans with a note. Building permit needs to be submitted to the Selectman Office.
Lot Line Adjustment Review: Olohan has additional materials for review. Not many members were present, wait to present with more members present. Olohan to send Monahan documents to update.
Fees: Matt Monahan asked for us to recommend fees to Selectboard. Carol Meise made a motion to adopt and recommend the fees schedule, as presented to the Selectboard for formal adoption. Olohan seconded.
Shoreline Protection Overlay District: Meise asked for a review, not all members had reviewed. Meise gave an overview. Next step is for the Planning Board to recommend to the Zoning Board for input. Laurie Colburn would like to see the total buildout. What would that look like or mean for a land owner? Work on talking points and help everyone understand impact. Once we have comments, Central Regional Planning can run a full buildout. Steve Chase wants to make sure other water bodies are taken into consideration, not to forget Melvin Brook. Section 175-72 A – #3 should we be referencing residential and non-residential, open for discussion. Laurie Colburn asked if anyone from Zoning participated? Carol Meise clarified that is the next steps, she will update/clean-up the document and send it off to the Zoning Board for comment and review, then to the Conservation Commission for first review, update, and send back again. Then submit to the public for review in an open session. Currently ready for the Zoning Board review.
Zoning Ordinance: Town of Bradford Lawyer is recommending a total wholesale rewrite of the Zoning Ordinance.
