Shore Protection Overlay District draft discussion/ finalize to schedule joint meeting with the Zoning Board
Carol Meise has edited the doc per Zoning Board recommendations.
Formation of sub-committee: four members needed, 2 from Planning, 1 from Zoning, 1 from Warner River Advisory, 1 from Conservation Commission, and Matt Monahan. Subcommittee meeting could be on a Wednesday when Matt has office hours. Carol Meise will onboard members and arrange a date. A question to be resolved is who/what will do enforcement/inspection.
Steve Chase presented a definition of “reference line” plus list of consolidated water bodies. Bradford is listed. The reference line is defined by elevation. Steve will send links to the DES information.

Tiny home discussion
Motion: Carol Troy Moved to move this discussion before the PB process.

The Board discussed tiny homes: Is it necessary to make an ordinance addressing tiny homes? If so, how will this be done? How are other towns addressing this? Discussion of cluster housing. Matt said that Boscawen may have approached this. Mel said the existing cluster housing ordinance needs to be firmed up.
Michele Halstead, West Road, Bradford, appeared with a statement saying that the public needs to be involved in decisions relative to tiny home development. Hilary Raulinaitis, 856 West Road, Bradford, appeared by Zoom to support Michele’s comments.
Katie thanked Michele for appearing and for her input. She added that this topic needs to be addressed by the Planning Board. When an ordinance is drafted, the public will be informed.
Discuss PB process material from CRNHPC. Presentation to be made in August. Board agrees that the topics listed are good.
Discuss proposed updated list of other uses. Discussion surrounded the making of ordinances vs. the use of special exceptions. Matt suggested taking small bites and addressing topics over the next few years. Matt said that addressing agricultural uses first would be a good idea. The process is that the PB works to define the list of uses, by law public hearings are held, then items are balloted. Matt will rework the uses to show what is old and new
Planning Board Communications:
CIP meeting August 16th, 2023 @ 6:00 pm. Meetings will happen in September, October and November.
