PLANNING BOARD MINUTES
August 25th,2020

The meeting was called to order at 7:00 pm
Members Present: Carol Troy (Vice Chair), Carol Meise (via Zoom), Tom Dunne, Laurie Colburn, Alternate Sonny Harris, Mel Pfeifle and Alternate Doug Troy.
Members Absent: Pam Bruss (Chair), Alternate Steve Chase, Michael James- Selectmen’s Rep
Public Present: George & Wendy Naughton, Bob Stewart

- Review and consideration of the August 11th, 2020 minutes
Motion: Laurie Colburn motioned to accept the minutes as written

Decision: Laurie Colburn-Ayes, Carol Meise-Ayes, Carol Troy- Ayes, Tom Dunne-Ayes, Mel Pfeifle- Ayes.
Appearances:
- Public Hearing for Map 7 Lot 68- applicant Gerald H. Martin II for a lot line adjustment the applicant Jay (Gerald) Martin is awaiting on LOMA documentation from the surveyor and no new materials are available to provide to the Planning Board at this time.
Motion: Laurie Colburn motioned a continuation of the public hearing for Map 7 Lot 68 to September 22nd, 2020.

Decision: Laurie Colburn-Ayes, Carol Meise-Ayes, Carol Troy- Ayes, Tom Dunne-Ayes, Mel Pfeifle- Ayes.
- Public Hearing for Map 3 Lot 109A and Map 6 Lot 99- the applicant(s) George & Wendy Naughton are applying for the use of a parking and storage area for trucks and containers for Map 3/Lot 109A. The applicant(s) are applying for minor repair of trucks and to repair and refurbish trash containers for Map 6/ Lot 99.
The site walk was postponed on August 25th, 2020 due to inclement weather.
Carol Troy emailed Bob Stewart and Ken Milender that the site walk was going to be postponed. Tom Dunne, Mel Pfeifle, Scott MacLean, Ann Eldridge and Chris Mock an abutter were present at the site walk.
Ann Eldridge chair of the Bradford Conservation Commission suggested any projects within a quarter mile of the Warner River should add this information to the site plan and inform the Advisory Board.
The Public hearing opened at 7:05 pm
Carol Troy (Vice Chair) read the rules and procedures into record. The Public Hearing was noticed in the Intertown Record, Bradfordnh.org, posted at the BACC as well as the Post Office. All abutters and department heads were notified.
The Planning Board rescheduled the site walk for September 8th,2020 at 5:30 pm, George and Wendy Naughton confirmed that the new site walk date and time will work. Mel Pfeifle asked the applicants that the site plans proposed are exactly what will occur? Bob Stewart stated that the business Naughton Recycling is a separate entity from the site plan applications. George Naughton expressed that he will only be using the site(s) for what has been expressed.

The Public hearing closed at 7:18pm.
Other Communications:
- Carol Meise spoke to the Chair of the Zoning Board of Adjustment Brooks McCandlish pertaining to the letter regarding the Zoning Ordinance. Brooks McCandlish would like to meet with the Planning Board to amend the ordinance so there will be more clarity. The Planning Board will confirm a future date possibly in October.
- The short-term item discussion will be tabled for the September 22nd, 2020 Planning Board meeting.
- A response letter from Engineer of RCS Designs Robert Stewart Jr. to the Warner River Local Advisory Committee were disbursed and available at the Planning Board meeting. The letter will be discussed at the Public Hearing on September 22nd,2020 for site plan applications Map 3 Lot 109 A and Map 6 Lot 99.
- Carol Troy communicated that the next CIP meeting will be held on September 1st, 2020 at 7:00pm. The Highway and Fire department interviews are scheduled for the September 1st,2020 meeting.
- Zoning Board amendments will be tabled until October of 2020.
- The Planning Board meeting on September 8th,2020 will be cancelled.
