Call to Order and Roll Call:
Phil LaMoreaux, Chair called the meeting to order with Marcia Keller, Barry Wheeler, Sonny Harris, Bill Glennie, Jack Meaney, Selectmen’s Representative, Jane Johnsen, Alternate, Jim Bibbo, Alternate, Marge Cilley, Secretary and Mildred Kittredge, ZBA present. Barbara Vannata was absent.
Phil LaMoreaux, Chair seated Jane Johnsen for Barbara Vannata.
Review and Consideration of July 14, 2009 minutes:
Marcia Keller advised under the Lumber Barn heading, that “It was suggested that a letter be written to ZBA advising the sign is non-conforming and a variance could be requested.
Motion was made to approve the July 14th minutes as amended, seconded and carried 6-0.
To Do Folder:
Two up coming meetings were discussed and copies with particulars will be made for the next Planning Board meeting for each member to have one.
NOD from ZBA for Martyn Chiver’s off premise sign on Route 103 was approved unanimously. This was discussed at length by the Planning Board, and it was thought that each member of the ZBA should state why this is unique or why a special variance should be approved. Sonny Harris questioned if this should be put on hold until the Sign Ordinance gets updated, but the consensus was that an appeal needs to be done within 30 days.
Motion was made by Marcia Keller to appeal to the Zoning Board of Adjustment for a re-hearing and to address both issues of O E Trucking, Breezy Hill Road, Map 3, Lot 74A, based on set back on Route 103, size of the sign and the Financial hardship. Bill Glennie seconded the motion. Sonny Harris recused himself from voting. Jack Meaney recused himself from voting.
Phil LaMoreaux, Chair seated Jim Bibbo for Sonny Harris for this vote.
Vote was tied with 3 Yea Votes and 3 No votes.

Rick Deschenes, Jr. Breezy Hill Road, Map 3, Lot 83:
Rich Deschenes, Jr. came before the Planning Board regarding two of his signs. One sign now facing Route 103 which was originally on the plan as being on the building. The Off Premise Sign – non-conforming is on the Deschesne property and now it is illuminated per Rick Deschenes, Jr. It was the consensus of the planning board that the sign should show on the existing plan and can be done by hand. Mr. Deschesne advised he will produce a plan with the exact location. It was agreed that he would produce this within a two month time frame.
It was suggested that in the Section of Off Premise Signs, there should be a statement requiring a letter from the land owner whose land the sign is on.
Jim Bibbo advised his subdivision was approved by the ZBA, and the survey will probably be done by October.
Phil LaMoreaux, Chair read a letter he had written to the Selectmen regarding their lack of enforcement in the DPX2 non- compliance of their plan. The Planning Board has not received a response from the Selectmen at this time.
Marcia Keller advised there has been a lack of enforcement of plans over the years.
The Sign Ordinance will be worked on at the Work Session on August 25, 2009.
