Planning Board Minutes 09.26.23

Members: Katie Olohan (Chair), Carol Troy (Vice Chair), Carol Meise, Laurie Colburn, Rich Olohan, Shanna Griffin and Mel Pfeifle (Selectmen’s Rep).

Alternates: Kristen Mihaly, Steve Chase and Kris Foss  

Call to Order 7:01 pm

Roll Call: Present: Katie Olohan (Chair), Carol Troy (Vice Chair), Carol Meise, and Mel Pfeifle (Selectmen’s Rep), Katie seated Steve Chase in Laurie Colburn’s place. Kristen Mihaly joined on Zoom.

Review & Consideration of the August 22, 2023 minutes.

Motion: Carol Meise moved to accept the August 22,2023 minutes as written

Second: Mel Pfeifle

Decision: Approved 3, 1 abstention (Carol T not present on August 22)

Public Hearing: None

Appearances:

Tracey Marie- preliminary conceptual consultation for Map 9 Lot 33- Class VI Road. Did not

appear.

Kathie Messer- preliminary conceptual consultation for Map 5 Lot 114 for a 13-acre subdivision.

Process: submit an application, Planning Board deliberates, notices sent to abutters,

public hearing, site walk, decision. 

Nick Vertefeuille from Horizons Engineering for a preliminary conceptual consultation for Map

22 lots 29/30: Lot line adjustment is necessary to accommodate a driveway. An application for variance will be needed.

Unfinished Business:

Shore Protection Overlay District ordinance – review GIS mapping quote & SWOD summary.

Motion: Carol Meise moved to accept the SWOD and move it to legal counsel.

Second: Carol Troy

Decision: All present agreed, 4-0

Discussion of mapping is tabled until after the ordinance language is reviewed by legal counsel.

Question: How does Bradford plan for commercial use? Access is limited on both State routes that run through and intersect in Bradford. Matt is looking into money available from DOT for the purpose of determining access on State Routes 114 and 103.

Public Comments: None

New Business:

Formation of Master Plan subcommittee: Carol Troy suggested that the board review the previous master plan survey sent to residents to determine how to structure the next survey. The current master plan is seven years old. Renewal is scheduled every 10 years. Topics discussed that could affect Bradford’s future are: Levels of commercial zoning, cluster housing, tiny homes, agricultural uses.

Mel brought up the topic of building on Class VI roads. Matt Monahan has started putting together regulation. Mel suggests researching what is happening in abutting towns.

Update Bradford Flood Plain regulations. Changes are needed in order to coincide with flood insurance regulations. Matt is researching this.

Planning Board Communications:

Capital Improvement Program (CIP) updates: Next CIP meeting is October 18 and approval of the CIP by the Planning Board would be at the November meeting.
