Meeting called to order and public hearing opened by Jim Bibbo, Chair, at 7:00pm.

Public Hearing Continued, Map 3-89
Property owners presented revised site plan maps for firewood and landscape/hardscape business addressing the list of specifications made by the Planning Board at first public hearing. Explained that the parcel is a preexisting nonconforming lot that was granted state access from Rt. 103 in the mid-60’s, a septic approval from the state in 2006 (including 10ft of fill), was granted construction approval from Town Road Agent and received FEMA conditional approval of septic design.
Conservation Commission members in attendance pointed out that the National Wetlands Inventory shows a discrepancy from the NHDES acknowledged wetlands shown on the site plan- emphasized the importance of having the property surveyed by a licensed wetlands scientist. Property owners, public and board members discussed flood levels as they pertain to the property elevations, 100 year flood level and required wetlands buffers for wetlands area of this size.
Property owners stated that they are aware that the property is within a wetlands area, however the property has been taxed as a buildable lot by the town and in their opinion is well qualified for the Conditional Use Permit.
Abutter Verne Clow requested the Planning Board require a wetlands scientist survey the land.

Public hearing closed at 8:29pm.
Action on Public Hearing
– Motion made to accept the application as complete. Voted 4-0.
– Motion made to not approve the site plan as presented. Voted 4-0.
Review and Consideration of Minutes
Minutes of November 24, 2015 reviewed and accepted as presented.
Voluntary Merger
Voluntary Merger of Lots for Maps 17-55 and 17-56 signed by Chair. Property owners will need to provide a revised deed to the board upon completion.

– Secretary will ask Town Administrator what Chair needs to do with documents provided to him.
The next Planning Board meeting is scheduled for Tuesday, December 22, 2015 at 7:00pm at BACC.
