Proposed Surface Water Overlay District Ordinance:
Several residents appeared to ask questions about how the new ordinance applied to their properties. A common theme was the answer to the question of the Town standards in the new ordinance being more restrictive than NH standards: Why would this ordinance increase the standards set by the state? State standards are to accommodate the variety of land and uses throughout the entire state.
8:34 pm, Close Public Hearing. Open Planning Board Discussion.
The Board discussed septic plan variances. Katie commented that she is not comfortable with the process being handled by the Building Inspector. Laurie commented that the septic system permits should be reviewed by the Planning Board. Matt suggested: The public needs to know who is approving the septic process and if they comply with the State shoreline protection act. Another discussion addressed the question of who will determine that the septic set back from a shore is as far as possible. In the end the consensus of the Board is to leave the septic ordinance as is.
There were enough edits to the ordinance to require another public hearing.
Motion: Carol Meise moved that the next meeting on January 14, 2025 include the new public hearing for the Surface Water Overlay District Ordinance and the regular agenda.
