Road and Bridge Committee Minutes 03.31.21

The Meeting was called to order at 7:00 p.m.

Attendance – Steve Hall, Matt Ordway, and Marlene Freyler (Selectman) were in attendance.

Business:

Steve asked Matt if he knew of any locations in town that might be available for gravel. Matt said no, and Steve agreed that there is not much available in town. Matt said it would be in Bradford’s best interest to buy 5 acres on East Washington Road for gravel. He said it would be a big amount of money to start with but then it would pay off in a few years. They would need to purchase property and then prepare it.

Steve showed a comparison that he created last year with three different companies: Pike Industries, Allstate Asphalt and SMI Asphalt. The highway department would do the prep work on Fairgrounds Road and then the company they choose would come in. It would be about 1.7 miles going from Solitude to Box Corners.

There is a lot of road maintenance that is needed around town, but there is currently no money in the budget to fix these roads.

There was discussion about property owned by Mark Hilton in Newbury that is a gravel pit that is being operated by Scott Hill. They will look into this potential.

The roads have been posted.

Projects for this year include widening up on Massasecum Avenue, adding a catch basin near 68 Marshall Hill Road, fix the wall near 84 Rowe Mountain Road residence, and a couple of other things.

Marlene said they need to let people know how Highway Operating Budget is used. She suggested maybe printing it in the Bradford Bridge.

Steve said that if the highway department is approved at $550,000, he will only have approximately $72,000 to use on projects after paying for already approved projects, fuel, electricity, etc. That is not enough to work on any other projects throughout town.

Steve has a list of the top 9 roads that he would like to mention at the Town Meeting. These include Cressy, Hogg, Center, Marshall, Water, Breezy Hill, Oakdale, Fairgrounds, East Washington, and West Roads. This will equal approximately 68,000 feet of repair.
