May 23, 2019 Draft Meeting Minutes
Steve Hall called the meeting to order at 7:07pm
Roll call: Steve Hall, Nate Kimball and Matt Ordway were in attendance. Jim Pickman, Joe Messer absent, Jason Allen (Selectman’s Rep) were absent.
Appearances:
1. The Road & Bridge Repair Committee met with Bruce Edwards, representing the Warner River Advisory Committee as well as the Hazard Mitigation Committee, Ben Nugent from Fish & Game as well as George Embely from Trout Unlimited . The group discussed the culvert assessment that Fish & Game, in conjunction with Trout Unlimited, had done in Bradford, to understand what access the Town might have to receive funding contributions where priorities may align. Fish & Game will provide and updated list of their priorities mid-June. The Committee will compare those priorities to Town priorities to determine if there is any overlap. Bruce Edwards will share F&G priorities as well as Emergency Management concerns. Bruce will send the Committee a copy of the federal funding application so they can see the components that would be required for filing. Regular Business:
1. The Committee discussed the current condition of bridges on Center Road and West Meadow Road. Steve will share a State Bridge Assessment and the Committee will need to incorporate plans to address any traffic rerouting concerns as part of a recommendation for road reconstruction.
2. The Committee has classified specific roads as main arteries and are working on getting traffic volumes to further prioritize their reconstruction recommendations. Steve will investigate utilizing a traffic counter from the Police Department.
3. The Committee accepted minutes from the April 25th meeting.
4. Steve provide some updated pricing information:
a. Asphalt – $70/ton if the Town picks it up, $80/ton delivered. Better pricing may be available for significant volume.
b. Pavement grinding – $150/square yard (estimate for a half mile road, 20’ wide, is $17,000)
c. The Committee discussed the estimate for Marshall Hill Road which was $125,000 for 3,000 feet. This estimate was based on information received by the previous Road Agent and does not include any slope, ditch, culvert or dirt work which planned to be done by the Highway Department. It also does not include engineering. Laurie will follow up with Karen to see if the cost for engineering, believed to have been done previously, is available.
5. Steve let the Committee know the Conservation Committee would be meeting with the Select Board on June 3rd to discuss recommendations they have for Fire Lane work on Class VI roads.
6. Steve also let the Committee know that the Select Board has been discussing reinstating Road Bonds when issuing Intent to Cuts. The Committee felt it would be critical to establish responsibility for any repair work so it is clear whether the property owner, logger or trucking company, owns restoration responsibility.
7. Steve outlined Sand/Salt availability 2-3 days, and cost, which is $7,200 a load.
8. The Committee discussed having an engineer look at the 6 ton bridge on West Meadow Road, the Center Road Bridge and the Pleasant View culvert to provide recommendations. Steve will explore options to have engineering reviews done.
9. Laurie provided the Committee with some sample formats that other communities have used to establish a road maintenance and reconstruction plan.
Future Business:
1. The next meeting date is to be determined, tentatively planned for late July or August.
