Board of Selectmen Meeting
January 7, 2019

Pledge of Allegiance

Meeting called to order at 5:30 pm

Roll Call- Jim Bibbo, Chairman; John Pfeifle; Michael James (arrived at 5:50pm); Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer, were in attendance

Regular Business:

1. Karen provided the Board with an update on activity at the Town Hall. The mechanical room and sprinkler rooms have been framed and the mechanical room was sheet rocked. Following a scheduled inspection by Irving, the heating system is expected to be running by the end of the week.

2. The schedule for the Independence Day Celebration was moved to July 6th to coincide with the Road Race which allows for better coordination of police detail resources.

3. The Board discussed mold remediation efforts at the Police Department. Remediation will not be covered by the landlord’s insurance carrier however the landlord will be addressing the problem. The conversation continued, turning to mold issues at the Highway Department shed. Parks & Recreation has expressed an interest in using the bathroom at the shed. Steve Hall and Parks & Rec will be invited to discuss what options exist at the next Board meeting.

4. Annual employee evaluations need to be conducted. The Board will discuss these in a Non-Public session per RSA 91-A:3, II (a).

5. The Selectmen will be participating in 2019 budget reviews in conjunction with the Budget Committee beginning January 10th with additional meetings planned on January 17th and 24th. John Pfeifle is preparing a comparison of Bradford’s budget to various other communities of similar size and population.

John also noted that the new pickup truck, previously authorized for purchase, was being picked up on Tuesday and that a Town employee had purchased the pickup truck that had been traded in to the dealer from the dealership.

6. There will be no Select Board meeting on January 21st due in observance of Martin Luther King Jr. Day.

7. The Selectmen briefly discussed the 2019 Warrant Articles which total $235,000 more than the 2018 request. While the 2019 General Budget is close to 2018 amount there are some areas the Board will be looking at in more detail.

The Cemetery Budget will be reviewed to determine if there are any options to utilize more of the interest off the Trust Fund. Chase Kenyon and Marlene Freyler commented that the Trust Interest could only be used for perpetual care. A follow up will be conducted to determine whether any options exist.

The Highway Department is requesting an increase and there is some deferred maintenance that should be addressed at the Bradford Area Community Center which Karen is gathering quotes for.

The Capital Improvement Plan is showing an increase over what was approved in 2018.
Michael felt the CIP is close to what was requested in 2018 although $10,000 was left off the 2018 Warrant Article for the Police Department which is in the 2019 plan.

8. Accounts Payable and Payroll Manifest were reviewed and signed.

9. Minutes from the December 17th meeting were reviewed.

The Board adjourned to Non-Public Session per RSA 91 A:3II a at 6:21pm.

The meeting adjourned to Public Session at 7:15pm.

The Board adjourned the meeting at 7:16pm.

The next Selectmen’s meeting will be held on Monday January 14th, 2019 at the Bradford Area Community Center.
