Select Board Meeting was called to order at 6:00 pm.

Roll Call: Beth Downs (Chair), Marlene Freyler, Chip Meany

Also attending: Karen Hambleton, Town Administrator

Review Minutes of June 24, 2024

Motion: Marlene Freyler moved to approve the June 24, 2024 minutes as written.

Second: Chip Meany

Decision: 3-0, all in favor

Appearances:

Bryan Nowell – Fire Department Update.

  • Fire and EMS incidents (Based upon dispatch only) 2024 Year to date 129 Incidents (80 EMS and 49 Fire) compared with 95 calls as of June 2023.
  • Bryan reported that the above number of calls so far this year has exceeded the number of calls from this time in 2023. He is concerned there will be an overage in ambulance expense.
  • June 29 Chicken BBQ was a huge success for the firemen’s association. 240 meals were sold, remaining meals were donated to the Sweet Beet “Freege”.
  • The Bradford Fire Rescue Association will be selling burgers and dogs at the Bradford Center Meeting House concert series on Friday, July 12 to help the Association and the Meeting House.
  • There are new EMT protocols in place to provide basic breathing assistance.
  • Dry hydrants at Jones and Center Road and at West Meadow and Fairgrounds have received annual maintenance attention.
  • Hazard mitigation plan is progressing.
  • Bryan and Steve Hall are working on an updated driveway permit.
  • The new fire truck will be delivered to Brunswick Maine where its equipment will be installed.
  • Without recently received bills, the Fire & Rescue budgets are at 55% remaining.

Walter Royal – Building Inspector (Permits for Map 5 Lot 64-2, Map 5 Lot 114-1, Map 11 Lot 10) All permits were signed.

Bryan Nowell had suggestions about updating the building code.

Public Input: Marlene thanked the Highway Department on behalf of the Cemetery Trustees for placing signs with rules and regulations in the cemeteries.

Regular and Old Business:

  • Masonic Building Update: Karen presented the Board with a contract from the auctioneer. The Board requested that the contract be reviewed by Town Counsel.
  • Independence Day Celebration update: Karen reported that the fireworks vendor cancelled the fireworks display for June 29 at 10:00 am on June 29 due to NH laws based on the inclement weather. The other evening activities were also cancelled. Nick’s Other Band and the fireworks vendor are willing to reschedule. Devin Pendleton is looking at possible dates to reschedule. Marlene expressed a preference to reschedule when summer residents are still in town. In the future, a rain date will be scheduled, if possible.

New Business:

Accept Unanticipated Revenue

Motion: Beth Downs moved that the Board accept $200.00 in unanticipated revenue per RSA 3:95-b from two individual sponsors for the Independence Day Road Race.

Second: Marlene Freyler

Decision: 3-0, all in favor

Sign Land Use Change Tax Warrants (2), Signed.

Sign Excavation Tax Warrant, Signed.

Accounts Payable and Payroll Manifest for review and signature. Signed.

The Board reviewed the Town expenditures and revenue figures through the end of June.
