SELECTMEN’S MEETING
JULY 16, 2012

The Pledge of Allegiance was said.
Call to Order and Roll Call:
Harry Wright, Chair opened the meeting at 5:33pm with Barry Wheeler, Sonny Harris, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.
Harry Wright, Chair advised the earlier Non-Public meeting with Mitchell Municipal Group at 4:30pm was per RSA 91-A:3IIe, and was not part of the Selectmen’s meeting tonight.
Review and Consideration of July 9, 2012 minutes:
Motion was made by Barry Wheeler to approve the July 9, 2012 minutes as presented. Seconded by Harry Wright, Chair. Sonny Harris abstained, not being at that meeting. Motion carried 2-0.
APPEARANCES:
Marlene Freyler thanked all for the help cleaning up after the 4th of July Town Celebration, including the Highway Department, Perry Teele, Fire Department, and Naughton’s for free dumpsters. Only change for next year could be the route of the 5K racers, away from Brown Shattuck Field.
Cheryl Behr questioned if anyone in the room knew where there is a white table which is missing from the Senior Room. They will look at the Town Hall to see if it is there.
Charles and Janice Hewitt with Laura Hallahan:
Cheryl Behr read a letter from the Hewitt’s regarding a June 20, 2012 Current Use concern on two lots, Map 7, Lot 5, and Map 18, Lot 12 owned by the Hewitt’s. (Letter on file) It appears sometime in 2003, the property owner applied to involve the .14 acres water front parcel across the street into Current Use and was approved by the Board of Selectmen. There is nothing on record showing that the 15.23 parcel was ever taxed under Current Use. Another application for Current Use was submitted tonight, and was signed by the Selectmen.
Motion was made by Harry Wright, Chair to accept the Assessors recommendation to put the property of Charles and Janice Hewitt (Map 7, Lot 5 and Map 18, Lot 12) under Current Use as requested on Application presented today. Seconded by Barry Wheeler. Motion carried 3-0.
It was advised there will be a recording fee of $16.00 which the owners will pay.
Marcia Keller – Planning Board:
Marcia Keller, Chair Planning Board advised the Planning Board has agreed upon giving the public a two business days notice request to peruse public records. Also, unless it is for routine information such as minutes, a Planning Board member would be notified.
The Selectmen concurred that this is a legitimate request. It was also stated that notification of this request should be published in the Bridge and minutes of the Selectmen as well as Planning Board.
REGULAR BUSINESS:
Accounts payable and payroll manifests were reviewed and signed.
Cheryl Behr questioned installing an air conditioning system in the senior room. She advised she had contacted Gary Wall who could install a unit that would probably be capable of taking care of the whole upstairs, for sixty one hundred dollars ($6,100.00) The physical unit cost would be Four thousand four hundred dollars ($4,400.00). Cheryl also advised the Chief of Police had called her for a cooling center for people during hot weather. The meeting room down stairs could be used for that, but it would not do much good for the people upstairs eating. It was thought that the Friends of the BACC could help financially as well as approaching other groups such as the Women’s Club. This is not a budget item that had been presented to the town. It was brought up that bids need to be put out if decided to do something regarding air conditioning of the Community Center. Cheryl will continue to pursue this for additional information.
The Police Chief reported on the speed on Fairgrounds road via a letter which Cheryl read.
It was stated that the road could be posted as under construction asking motorists to lower their speed. (Report on File)
There were 9,893 vehicles traveling on Fairgrounds road between June 26, 2012 and July 10, 2012, with the highest amount of travel between 3:00 and 6:00pm. Over the two weeks period of time, 85% of the speed was 35 miles per hour. The average speed of nearly ten thousand vehicles was 29.5 miles per hour during those two weeks. It was stated that posting the road for a lower speed is outside the RSA and cannot be done.
Timber Tax Warrant was signed for Map 7, Lot 29.
Barry Wheeler read a report from the Town of Hopkinton where there is a place listing the quality of the timber which is taxed accordingly.
Cheryl questioned Barry Wheeler as to where the Highway cell phone may be? Barry advised he did not know.
A letter was received from the company who is conducting town owned property sale in Sutton to see if Bradford is interested in participating. Discussion regarding contacting abutters first was brought up.
Intent to Cut was signed for Map 10, Lot 10 and Map 7, Lot 70.
Sidewalk Bids will be opened on July 31, 2012 at 10:00am at the Community Center. The Engineering Firm will take care of the process per Cheryl Behr.
Mention was made that the Budget Committee will be meeting on Thursday, July 19, 2012 at 6:30pm. Cheryl Behr advised she had distributed all pertinent information to Jon Marden and hard copies will be printed and available for the meeting night.
An Application was received for the position of Health Officer which was read into the minutes. (Application is on file)
Motion was made by Barry Wheeler to accept the application of Rob Steiz as the new Health Officer in town. Seconded by Sonny Harris. Motion carried 3-0.
Marcia Keller, Chair Planning Board questioned if the Building Inspector is cognizant of all the codes in town, ZBA Ordinances etc. If not, who is responsible to follow all codes? Harry Wright, Chair advised the Selectmen will talk with the Building Inspector.
Dave Pickman questioned if the Highway Dept. has done anything about hiring another employee. The reply was not at this time as the work is getting done with employees they have. (See weekly Highway work sheet for week ending July 14, 2012 in back of minutes)
Don Jackson questioned if there is a plan for a Tree Service. He indicated there are some large trees on East Washington Road that could pose a problem. Don advised it is an exit out of town. Barry Wheeler advised he will go out and look at them.
Jim Denoncourt, Fairgrounds Road advised the vibration is really bad in front of his house causing things to fall off shelves in his home. Jim did advise the dust is down but is very concerned about his foundation with the vibration. Barry Wheeler advised he will work at it and see if he can find some additional help by perhaps packing it.
It was reported that the grader has been serviced and has used one and one half quarts of oil in five weeks of use. A special oil is being used, and five tires will be purchased making six new tires. No additional problems seen at this time.
