Select Board Meeting was called to order at 6:00 pm.

Review Minutes of July 8, 2024

Motion: Marlene Freyler moved to approve the July 8, 2024 minutes as written.

   French’s Park Parking: Parking at French’s Park will be available on the upper level only. Lower-level parking is restricted to the handicap accessible space.

   Rescheduled Celebration: Consensus of the Board is to cancel the celebration for 2024 and schedule the 2025 celebration with rain dates.

Walter RoyalBuilding Inspector (Permits for Map 5 Lot 12, Map 19 Lot 33A, Map 17 Lot 34), Signed.

Lois KilnappTransfer Station Update. Seven bales of mixed/corrugated paper are ready to go worth about $1,800. There are close to six bales of aluminum cans ready to go. The Board discussed the increased price of transfer station stickers.

Motion: Marlene Freyler moved to increase the price of a Transfer Station & Recycling Center sticker from $1.00 to $2.00, effective immediately.

Ed Shaughnessy – Police Department Update. Report read by Beth Downs

   Call volume year to date is up 5% over 2023. Motor vehicles stops involving a citation or arrest are at 422 year to date. This is an increase over 204 calls at the same time in 2023 largely due to officers spending more time on the road in an effort to decrease accidents.

   Parking at French’s Park: Ed has spoken to Devin and the park attendant about parking on either side of the access road. No parking signs have been placed at the beach.

   Digital radar signs are in place on East and West Main Street. The PD is working with the vendor to get data from the detectors.

   Staff: Bill Graham will be leaving the department at the end of the year.

   Fleet: Dodge has not given an available date for the new cruiser (2024 Dodge Durango).

Regular and Old Business:

Masonic Building Update. Contracts for the auctioneers are with legal counsel. As soon as they are returned, Karen will bring the contracts to the Board to move forward.

Update on Select Board Goals.

Beth is continuing work on financial policies and procedures.

Chip is promoting peace and harmony within the Select Board. He reported that it seems

to have worked. Also, he is working to instill more trust in the Select Board which is also working based on reduced complaints received by Chip.

Town Projects List: Karen reported she and Chip have not started work on that list

Personnel Manual Update: Still in progress.

Town Hall Auditorium: The Facilities Use Committee has begun gathering people

interested in working on the Town Hall auditorium project; several parties are waiting for pricing information to auditorium use

Town Website Update: Work is progressing on reworking the town website.

Town Report: Marlene will have pricing for the town report next week.

Cease and Desist Letter Follow-up. Chip will ask for follow up information for the file.

New Business:

Assessing Services: Current assessor is retiring as of December 31, 2024. The current contract will be adjusted and bids will be sought for assessing services. Chip asked that the Karen investigate the assessor’s “errors and omissions” insurance.

Fuel Bid: The office has started the annual bid process for propane and #2 fuel oil.

Intent to Cut Map 9 Lot 38. Signed.

Facilities Use Committee Appointment. Signed.

Tax Reimbursement Authorization. Signed.

Driveway Permit Map 5 Lot 32 Signed.

Land Use Change Tax Bills (Map 7 Lot 53, Map 3 Lot 74-A, Map 5 Lot 64-1) Signed.

Accounts Payable and Payroll Manifest for review and signature. Signed.

Non-Public Session per RSA 91-A:3II (a) & (c)

Motion: Beth Downs moved to adjourn the meeting to non-public session per RSA 91-A:3II (a) & (c) at 6:58 pm.
