SELECTMEN’S MEETING
AUGUST 27, 2012
5:30PM
The Pledge of Allegiance was said.
Call to Order and Roll Call:
Harry Wright, Chair opened the meeting at 5:30pm with Sonny Harris, Barry Wheeler, Cheryl Behr, Administrator and Marge Cilley, Secretary present. Marilyn Gordon, Treasurer was absent.
Review and Consideration of August 20, 2012 minutes:
Motion was made by Barry Wheeler to approve the minutes as presented. Seconded by Sonny Harris. Motion carried 3-0.
Rescue Squad update of Lifepak by Laurie Brown:
Laurie Brown advised the ambulance is inspected every two years by State requirement, and Bradford’s has just been done and has a conditional license, as there is a need for spare batteries. These can be purchased at $1,500. and paid for out of the billing fund.
There will be a Para-Medic on board in February, and the question is, shall they spend the fifteen hundred dollars now, or spend the price for a new Lifepak which will be needed very soon for twenty eight thousand nine hundred sixty nine dollars and fifty five cents ($28,969.55). There will be a three thousand dollar ($3,000.) trade in allowed. Laurie advised there is a Warranty usually kept for ten years. The new one will have spare batteries.
Motion was made by Barry Wheeler, seconded by Harry Wright for the Rescue Squad to purchase a new Lifepak and use the billing fund receipts for payment of said equipment.
Motion carried 3-0.
Geoffrey Hirsch, Old Sutton Road:
Geoffrey Hirsch introduced himself to the Selectmen and audience as running for State Representative which would cover Bradford. Geoffrey questioned what does one expect?
Some replies were moderation in everything, and questions were asked regarding his opinions on gun control, automobile registrations increase, property taxes increase from additional County taxes. One spoke about the Fire Department requiring more land in order to enlarge, and Bradford Pines is one of the five State Forests that cannot be touched.
Mention was made that there will be no Selectmen’s meeting on Monday, September 3, 2012, being a holiday.
Accounts payable and payroll manifests were reviewed and signed.
The report on preconstruction meeting held last week for the sidewalks included the information that the office trailer will be set up tomorrow near the Blacksmith Shop. Emergency telephone numbers have been given by the Police Department if there is a need to close the road. The scheduled completion date of the Sidewalk Project is November 15, 2012.
Discussion regarding the Sanborn property took place with no decisions made at this time.
Cheryl Behr read an e-mail from Barry Wheeler, from the Highway Dept. regarding the Long Arm mower, written by Justin Fitztgerald. (Attached at the end of these minutes).
Letter from Kleinfelder, Michael Croteau, Project Professioal:
Cheryl Behr read a letter from Michael Croteau, Project Professional, dated August 27, 2012 regarding the Town’s review and approval of Amendment No. 2 for engineering services on Breezy Hill road Bridge project. (Letter on file)
Dave Pickman questioned if the power is still on at the town hall to which Cheryl Behr advised yes.
Chris Frey questioned if money was put aside for the lower Breezy Hill Bridge to which Cheryl Behr stated no it has not been.
An updated Expense Report was given to the board for their perusal.
The LCHIP Grant Application by the Town Hall Restoration Committee will be signed by the Selectmen on August 30, 2012, and Cheryl Behr will let them know when it is here, since there is no scheduled Selectmen’s meeting.
The new Kearsarge Magazine is out and Bradford’s Bement Covered Bridge is featured on the cover.
An update regarding availability of records was questioned and Harry Wright, Chair advised the Planning Board is meeting tomorrow night and a decision will be made.
Motion was made to go into non-public by Sonny Harris per RSA 91A3II, seconded by Barry Wheeler.
