SELECTMEN’S MEETING
AUGUST 11, 2009

The Pledge of Allegiance was said.
Call To Order and Roll Call:
Charles Meany, Chair opened the August 11, 2009 meeting at 5:30pm with Jack Meaney, Peter Fenton, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.
Charles Meany, Chair advised this will be a short meeting as there is a Public Hearing scheduled for 6:00pm regarding the Downtown Bradford Improvement, Tax Increment Financing District.
Appearances:
Steve Lucier, Road Agent reported on the malfunctioning of an old clay style culvert on Fairgrounds Road. This needs to be replaced as well as a catch basin. An engineer plan needs to be drawn up so bidders will know exactly what is needed.
Steve Lucier, Road Agent advised the grader is all apart and the pins to allow it to tilt needs bearings. King pins also need to be re-worked to specific size, and Dave Long is doing this.
Sand/sealing should be done soon on Old Warner Road.
Painting of girders at the New Highway Garage has been done, but they only did the area where the paint was chipped off, not the rusty spots. Steve Lucier advised it looks terrible.
Charles Meany, Chair requested Steve Lucier make up his next years budget to include the painting of the girders, as well as what else may need doing there. It was also stated that they need to talk to the actual company regarding the condition of the girders.
Accounts payable and payroll manifests were reviewed and signed.
Correspondence was signed.
Intent to cut for Burnett, on West Road, Map 9, Lot 19 was signed.
Abatement was signed.
Mention was made that the assessor will not be in the office on Thursday, August 13.
MS -1 and MS-4 extension was signed.
West Meadow Road Bridge substantial completion paperwork was signed.
In regard to the guardrail at the West Meadow Bridge and Mr. Gruber’s driveway, they are waiting for a price from CWS Fence as there are other issues with the guardrail. They are looking at the installation of a 20 foot curve rail end section in place of the straight one. This option has been presented by Mike Croteau, Hanson and CWS Fence.
Cheryl Behr, Administrator will be attending a couple of upcoming meetings:
1. Municipal Managed Bridge Project Meeting in Newberry, which is required before you can submit the TE Grant.
2. CNHRPC meeting to have Bradford’s plan critiqued and make suggestions, prior to forwarding to DOT.
Cheryl Behr, Administrator advised the TIF was started for the sidewalks; however it is a long term plan that can provide some source of revenue for virtually any kind of improvement to the town in this district.
It was reiterated that the town could also make a soft match with funds by either the Road Crew doing some of the removal of the current sidewalks, or using other manpower.
Cheryl Behr, Administrator thanked Fred Hubley for providing and running the projector for the upcoming TIF Public Hearing.
Charles Meany, Chair advised the green insert sheet in the local paper, The Bradford Bridge, which covered the articles for the upcoming Special Town Meeting on September 1, 2009 seemed a bit wordy and confused him. Cheryl Behr, Administrator advised that Mr. Heavener, Marcia Keller and herself put as much information as possible in for the public.
It was mentioned that the water quality on Lake Massasecum has been tested and is all set.
It was announced that coffee and donuts were available for everyone.

The Selectmen discussed a Welfare issue.
