SELECTMEN’S MEETING
NOVEMBER 18, 2013
5:30PM
The Pledge of Allegiance was said.
Call To Order and Roll Call:
Harry Wright, Chair called the meeting to order with John Pfeifle, Sonny Harris, Marilyn Gordon, Treasurer, Cheryl Behr, Administrator and Marge Cilley, Secretary present.
Marlene Freyler re: Town Hall:
Marlene Freyler questioned the Selectmen if Rural Heritage has paid the town back yet for $1820.00 for the architect for last year? Reply was that the Selectmen have not checked this out yet. Marlene also asked if the fees charged by the Code Enforcement Officer have been reviewed and approved? Reply was that the Selectmen have not voted on this as yet, but will request a hard copy and vote on it next week.
Marilyn Gordon – Using the Trust:
Marilyn Gordon advised she has spoken with Dawn Pettiglio, one of the Trustees’s of the Trust Fund regarding the Town Hall Restoration Trust Account and discussed the following:
Fund Raising is not considered donations, and is not tax deductible.
All monies from fund raising is to be deposited into the Trust Account.
Any funds from that Trust is the responsibility and request of the Selectmen, and must meet the parameters of that Trust.
Marilyn also advised good records do need to be kept.
Anyone using the town hall need to identify who they are and if it is a Town Committee.
Marilyn advised that anyone handling money, such as the Silent Auction, must report it on their taxes as self employment taxes.
If the town is going to provide the Town Hall Restoration Committee with seed money, the committee must keep a detailed account of how much money was provided, what the sales are and what the return is, keeping good records, give proceeds back to the Selectmen with the accounting.
Marilyn also advised she and the Administrator are working on a two part form for donations, one for the Selectmen, the other for the person donating, including a disclaimer.
All checks should be made out to the Town of Bradford. Once the money comes into the Selectmen’s Office the checks and cash will be turned into a cashier’s check that will be made out to the Trust account.
Marilyn suggested inviting a Trustee and the Town Hall Restoration Committee to come to a Selectmen’s meeting for any further questions/ information possibly after Thanksgiving.
John Pfeifle questioned where the above information came from, and Marilyn advised Dawn Pettiglio had given her answers to questions she had asked her. Harry Wright interjected that this is the way he had already understood the procedure, but is good to have it itemized.
Mel Pfeifle handed out some information from the Attorney General’s office with the law explaining the procedure, and what needs to be done in the accounting. John Pfeifle stated everyone is working in a positive way in doing everything legally correct with the same goal.
Marcia Keller – Planning Board:
Marcia Keller asked the Selectmen to look at the fence on the left side of Old Warner Road/Route 114 where there is a fence making it difficult to see.
Marcia Keller brought in the 2013 CIP report and handed them out to the Selectmen for their perusal. The form is not as complete as is needed and Marcia advised it is Preliminary as it has been difficult to get this accomplished this year and is looking for assistance in the future. Central New Hampshire Regional Planning does offer this service for a three thousand to four thousand five hundred dollar estimate. Suggestion was this could be done for a couple of years and have a good format for the town to use. Question was how would the money be put in the budget, by Warrant Article or divided up between departments, Selectmen, Planning and Budget. John Pfeifle advised he would like to meet with the CIP one more time, before Thanksgiving, prior to completing the report.
The completed Tri-folds from the Planning Board were brought in by Marcia Keller for the Selectmen to see.
Matt Ordway:
Matt Ordway came before the Selectmen to ask permission to drop wood from Pat Hall’s property on town property (former Marshall property) while doing some logging as he had done before. Mention was made of the good clean up Matt had done before, and the Selectmen agreed this would be permissible.
REGULAR BUSINESS:
Shared Services meeting:
There will be a shared services meeting in WebsterTown Hall on Thursday, November 21, 2013. Cheryl Behr will forward an e-mail to John Pfeifle with the time.
Intent to cut for Knight for Map 11, Lot 29.
Selectmen initialed a waiver for the Historical Society tax rebate.
Mention was made of the building on the corner of Route 114 and Old Warner Road is being torn down.
Budgets:
Budgets were reviewed this evening without any decisions having been made.
Chief Jim Valiquet discussed pay increases and patrol coverage.
Discussion ensued regarding dental insurance and employee’s participation.
Highway Department employee’s signing up for retirement plan with town match discussed.
Accounts Payable and Payroll manifests were reviewed and signed.
Review and Consideration of November 11, 2013 minutes:
Motion was made by Sonny Harris to approve the November 11, 2013 minutes as presented. Harry Wright noted misspelling of Valiquet in the first line on page one.
Harry Wright, Chair seconded the motion. Motion carried with edit 3-0.
There being no other business to come before the board, meeting adjourned 7:20pm.
