SELECTMEN’S MEETING
NOVEMBER 17, 2009
5:30PM

The Pledge of Allegiance was said.

Call to Order and Roll Call:

Charles Meany, Chair called the meeting to order at 5;30pm with Jack Meaney, Peter Fenton, Cheryl Behr, Administrator, Marilyn Gordon, Treasurer and Marge Cilley, Secretary present.

Review and Consideration of November 3,2009 Minutes:

Motion was made by Charles Meany, Chair to accept the minutes as presented. Seconded by Jack Meaney. Motion carried 3-0.

Charles Meany, Chair introduced the new Road Agent, Jeff Remillard.

Fire Dept.

Mark Goldberg, Fire Chief and Chris Frey came before the Selectmen to discuss their Budget and Warrant Articles. The Warrant Articles include the Capital Reserve for heavy equipment. Chris Frey advised Tankers are on a 30 year rotation, Engines are on a 25 year rotation. However, 2014, Tanker and 2017, Engine, will be a considerable amount of money, and what the Fire Dept. is hoping to do in 2010 is take the current pumper which will be paid off then, and to up the Capital Reserve Fund from $20,000 to $40,000. Charles Meany, Chair suggested the old pumper be given to the town for the highway department’s use for the road crew to use in cleaning culverts, washing bridges and all things a high pressure water source could do.

The Fire Pond on Water Street was brought up by Jack Meaney. It was stated that this is a State Registered Dam and State guidelines need to be followed. Comment was that they could check with the State about draining the pond to get to the bottom of the problem.

Mark Goldberg advised that January 1, 2013 will be the date when all narrow banding licenses will be getting a new frequency first, with new companies to follow. Mark Goldberg, Fire Chief advised this narrow banding has been on going since 2007, not something new. This is not only emergency bands, but business bands as well. Two State Grants have been procured. What the Department is looking for now is: A new Base, some mobiles to replace in Chief’s car as well as 2 Deputies and Forest Fire Warden. He has some prices from Motorola and the prices could run around $30,000 which could be broken down into $10,000 for the each of the next three years, 2010, 2011 and what ever the final number is in 2012. This does not include the Police Dept. equipment. It was advised that Engine #2 needs to go to Donovan’s for repair. Motion was made by Jack Meaney to approve the money for re-springing on Engine #2, seconded by Charles Meany. Motion carried 3-0.

It was questioned if perhaps all departments could be joined together in the wording for Town Meeting for paging equipment as a collective endeavor. Also more Grants will be applied for in the next few years.

Mark Goldberg advised he has talked with Mike Croteau, SEA regarding the West Meadow Road Bridge, and the State used to pay 80% for the dry hydrant on any bridge. That is no longer available, the current deal is if there was a hydrant at the bridge, then the State will deal with it, however if there is none, then they will not do anything. Cheryl Behr, Administrator advised the bid will go out for the West Meadow Road Bridge as soon as the contract is signed, and work will not start until spring.

Decorations:

Marlene Freyler advised instead of trying to get flags put up for decorations that wreathes could be put up on the poles and put a tree up in front of the Town Hall, with garlands at the Town Hall for the Christmas season. Marlene advised this could be done for $175.20, and there is money left in the Patriotic Budget.

Motion was made by Jack Meaney to take money out of the Patriotic Budget not to exceed three hundred dollars ($300.00) for Christmas Decorations including wreathes on the poles and Christmas tree at the Town Hall. Seconded by Charles Meany. Discussion ensued regarding getting a meter at the corner so electricity can be used. Motion carried 3-0.

Accounts payable and payroll manifests were reviewed and signed. Correspondence was signed re: abatements from the town clerk.

Jeff Remillard, Road Agent:

Jeff, Remillard, Road Agent gave a report on his first three weeks of being on the job. The plow frames are on. Every dirt road in town has been graded. A tree on County Road has been taken down. Deer Valley Road brush was questioned as being picked up. Charles Meany, Chair said the Road Committee has a couple of new members and are meeting. Bement covered bridge boards have been nailed down, neighbors are happy. Peter Fenton advised Mr. Remillard that the Select Board give him their support. The Highway Dept. computer is being worked on to get it up and running. Peter Fenton questioned getting together with other towns to bulk buy salt for some possible discounts. Jeff Remillard also advised tires are being checked into.

Cross Country appraisal contract has been received for revaluation for $40,000 and was

signed.

Contract for West Road Bridge over Hoyt Brook for $52,500.00 signed.

Mention was made regarding E-Max billing letter that was received and was approved to be signed by the Selectmen.

Report on Assessing matters for NFI was discussed, and a proposal needs to be forwarded to them.

Revision of new Flood Maps and the need for a Warrant Article discussed, and the correct language was received for same.

Employee Health Insurance was discussed.

Jeff Remillard, Road Agent advised he has received the snow plowing ordinances.

Motion was made, seconded and carried to adjourn and go into non-public session with James Gove and the Highway workers per RSA 91A3II personnel matters at 7:35pm.

No decisions were made.
