Board of Selectmen Meeting Minutes
February 11, 2019

Meeting called to order at 5:30 pm
Roll Call- Jim Bibbo, Chairman, John Pfeifle, Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer, were in attendance

- None scheduled
Regular Business:
- Karen provided the Board with an update on upcoming elections for 2019. There is no one running for Trustee of the Trust Funds for 1 year and there is also a Cemetery Commission position for 3 years that has no candidates running.
- Final plans for the Bement Bridge project are scheduled to be completed this week which will then be submitted to the State for approval. Two easements and two permission letters are pending. While a plan can be submitted without these, it will hold up the State’s approval of the plan and could potentially add approximately $130,000 to the cost of the project, $30,000 of which would be Bradford’s responsibility. John will follow up on easement and permission letters.
- Two General Budget items were re-voted on:
Motion: John Pfeifle motioned to recommend $25,000 for account 4195 Cemetery budget. Second: Jim Bibbo Vote: 2-0 in favor
Motion: Jim Bibbo motioned to recommend $10,600 for account 4199 Other General Govt budget. Second: John Pfeifle Vote: 3-0 in favor
- The Selectmen reviewed amended language for Warrant Article number Twenty-One and to raise funds to purchase property located at Map 16 Lot 87 (St. Peter’s Lodge) and Article Twenty-Three to fund a part time Fire Chief.
Motion: Jim Bibbo motion to accept the wording below. Second: John Pfeifle Decision: vote 2-0 in favor
Article Twenty-One: To see if the Town will vote to authorize the Selectmen to purchase the property at 89 West Main Street (Map 16 Lot 87) (St. Peter’s Lodge) on such terms and conditions as the Board of Selectmen determines are in the best interests of the Town. Further to raise and appropriate the sum of Twenty Thousand Dollars ($20,000.00) for this purchase. This will be a non-lapsing appropriation per RSA 32:7, VI and will continue until the money is spent or December 31, 2024. (Majority vote required.) Selectmen recommend. Budget Committee recommends.
Article Twenty-Three: To see if the Town will vote to raise and appropriate the sum of Nineteen Thousand Dollars ($19,000.00) to fund additional responsibilities for Bradford’s Police Chief to include oversight of the Fire & Rescue Departments. (Majority vote required.) Selectmen recommend. Budget Committee does not recommend.
John also commented that he wants to be sure that the community understands Article Twenty-Three represents an annual salary amount while Article Twenty-Five, submitted by Petition, is for a six month period of time, which neither Jim Bibbo nor John Pfeifle recommend.
- An Intent to Cut was signed for Map 6/Lot 6.
- There will be no regular Selectmen’s meeting next week although the Board will be meeting with the Fire Department at 7:00pm.
- Accounts Payable and Payroll Manifest were reviewed and signed.
- Minutes from the February 4th, 2019 meeting were reviewed.

Motion: John Pfeifle motion to adjourn to recess at 5:45pm and resume the meeting at 6:00pm and enter a Non-Public Session.

The Board adjourned to Non-Public Session per RSA 91 A:3II c at 6:04pm
The meeting adjourned to Public Session at 6:26pm.

The next Selectmen’s meeting will be held on Monday February 25th, 2019 at the Bradford Area Community Center.
