Board of Selectmen Meeting

Pledge of Allegiance
Meeting called to order at 5:30pm
Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman
John noted that it was Cheryl’s last Select Board meeting and thanked her for her years of service.
Appearances
- Michele Halsted reported on the Community Facility Direct Loan that she is working on. Currently it is at 3.125% for a 30 year fixed loan, with a zero penalty for early paydown. She is seeking the Select Board’s support on behalf of the Town Hall Restoration Oversight Committee. The Selectmen were in support 3-0. She will be asking Town Employees for a variety of information to support the loan application.
- Beth Downs reported there had been further excavation activity on Fairgrounds Road. At this time, the Planning Board has not been contacted for a permit and Cheryl has contacted the State for clarifications on the regulations involved. The person doing the excavation was present at the meeting and was asked to stop until the issues and regulations in question were resolved. He offered to replace the removed material.
Regular Business
- Selectmen signed the Primex paperwork.
- Selectmen signed Requistion #3 for Breezy Hill Bridge.
- Selectmen signed the TAN note paperwork.
- Selectmen signed property letter correcting a transfer.
- Selectmen signed Personnel Action Forms for Molly, Edwin and Karen.
- Selectmen signed a Timber Tax bill for Map 7 Lot 22 and an intent to cut at Map 15 Lot 8 (off Liberty Hill Road).
- Selectmen signed paperwork reappointing the Forest Fire Warden and his Deputies.
- Regionalization – the Chair is going to present some ideas at Town Meeting, including asking for volunteers to serve on Committees to further research the pros and cons of working with the surrounding towns and discuss details how regionalization might be implemented. Comments from those in attendance included the idea of hiring a consultant to help with the Fire and Police regionalization discussions, needing to have other towns on board first and the possibility of cooperative purchasing agreements (fuel, insurance, benefits etc).
- Other items: There was a brief discussion of the Town Hall info session and getting out the vote. The idea of a part time or on-call maintenance person was suggested.
Accounts Payable and Payroll Manifest reviewed and signed.
Minutes of February 8, 2016 meeting were reviewed and accepted with no change. Voted 3-0.
The next Selectmen’s meeting will be held on Monday, February 29, 2016.
