Board of Selectmen Meeting Minutes
February 27, 2017
Pledge of Allegiance
Meeting called to order at 5:30pm
Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Jim Bibbo, Selectman
Karen Hambleton, Town Administrator; Marilyn Gordon, Treasurer were in attendance
Appearances
Autocraft: The Board informed Mr. Wilcox that they have been trying to work with him over the past few months yet Mr. Wilcox has not adhered to the agreement he made at the December 5th Select Board meeting. That agreement outlined a plan by which he would have all vehicles removed by March 1st. According to the Chief of Police this has not happened. Mr. Wilcox asked the Board for an additional 30 days to clear all the vehicles off his property. The Chief mentioned that the State of NH had specific requirements regarding the documentation of the vehicles prior to their disposition. It was agreed that each Friday Mr. Wilcox would bring to the Chief the documentation of each car that he has removed from his property that week. This would be shared with the Board to show the progress. The Board stated that this was the last extension they were going to grant Mr. Wilcox and that if at the end of March vehicles remained on his property, the Town would step in and take over the cleanup of the property.
Regular Business
- Roads Posted: Karen informed the Board that the roads were posted on February 23rd.
- The Board signed the Abatement Recommendation for Eversource.
- The Board signed the Abatement Recommendation for Map11/Lot76 Site 10.
- The Board signed the Abatement Recommendation for Map 11/Lot76 Site 25.
- The Board signed the Abatement Recommendation for Map 23/Lot24.
- The Board signed the McKibben Environmental contract.
- The Board accepted funds for the Town Hall Restoration Trust Fund.
- The Board accepted funds for Bradford Scholarship Fund.
- 2015 Audit: Karen reminded the Board that the 2015 audit acceptance report needs to be signed. Each Selectman (along with staff) has received a short questionnaire from the Auditor for the 2016 audit.
- Bonds: Jim discussed the rates he had found at the NH Municipal Bond Bank as options for Town Hall financing. One was a 30 year term at 4.25%; the second was a 20 year term at 3.25%. This was all according to the last Bond sale and is subject to change at any point. It was suggested the Board vote on a financing plan however, the Board opted to wait until after Town Meeting.
Accounts Payable and Payroll Manifest reviewed and signed.
Minutes of February 13, 2017 meeting were reviewed and accepted with no change.
The next Selectmen’s meeting will be held on Monday, March 6, 2017 at the Bradford Community Center.
