Board of Selectmen Meeting Minutes
September 24, 2018
Pledge of Allegiance
Meeting called to order at 5:30 pm
Roll Call- Jim Bibbo, Chairman; John Pfeifle, Selectman; Michael James, Selectmen; Karen Hambleton, Town Administrator and Marilyn Gordon, Treasurer were in attendance
Appearances:
- Claire James appeared, on behalf of the Historical Society, who is interested in salvaging beams from a deteriorating schoolhouse on Dunfield Road, Map 9/Lot 52, if the Town remains in ownership of the lot. John Pfeifle will have someone visit the site to determine what options exist for the structure and Karen will research the Town’s responsibilities in dismantling or disposing of the property as it was deeded for non-payment of taxes in 2017.
Motion: Michael James motioned that the Board work with the Historical Society on the project.

Decision: vote 3-0 in favor
Regular Business:
- John Pfeifle provided an update on the granite work at the Town Hall. The current projection by which time the granite will be cut is no earlier than November 1st and that date is tentative.
- The Board renewed its contract for the Fire Department’s Lifepack Monitor and CPR Compression device.
- The Board determined there would be no Selectmen’s Meeting on Monday, October 8th, in observance of Columbus Day, nor on Monday, November 12th, in observance of Veterans Day.
- The Selectmen signed a Solar Exemption Form for 2019 tax relief.
- The Board signed the Assessors recommendation for Tax Abatement on Map 17/Lot 58 which was filed after the deadline.
- Karen read into record an email from Sonny Harris expressing concern with the property title at the Town Hall and Bradford Area Community Center tied to use of the property. The Selectmen felt the need to pursue any amendment is not necessary at this time. Sonny also expressed concern about the safety of Town employees at the BACC and, while some steps have been taken, the Selectmen concurred that there should be additional follow up on getting cost estimates from Chief Valiquet for additional security options including security cameras.
- Karen read into record an email received thanking the Road Crew for their work cleaning up downed limbs on Rowe Mountain Road.
- Michele Halsted had also complemented the hard work of the new Road Agent, Steve Hall, as she observed him filling potholes on his 1st
- Bob Bean will fill the part-time position on the Road Crew.
- Karen informed the Board that she had received the quarterly Drug Testing roster for the Road Crew and wondered if other Town employees should be enrolled.
- The Board signed their approval to a Delegation of Deposit Authority to allow Michael Kelly, new deputy Tax Collector, to make deposits.
- Accounts Payable and Payroll Manifest were reviewed and signed.
- Minutes from September 17th meeting were reviewed.

Decision: vote 3-0 in favor
- Jim Bibbo asked about the status of Building Permits for property on East Washington Road and Johnson Hill Road. Karen stated there were approximately 41 active Building Permits, with 4 to 5 related to new residential construction including ones for the properties Jim had asked about.
- The Board discussed the upcoming meeting regarding approval to transfer the lease of Mount Sunapee to Vail Resorts. The Board would like to see Bradford look for economic opportunities to take advantage of the potential increase in area interest that the transfer may result in.
The Board adjourned to Non-Public Session per RSA 91-A3II l at 6:13pm

The Board adjourned to Public Session per RSA 91 – A3II l at 6:37pm following an update on legal proceedings.

The next Selectmen’s meeting will be held on Monday October 1st, 2018 at the Bradford Area Community Center.
