Board of Selectmen Meeting Minutes
October 19, 2015

Meeting called to order at 5:30pm
Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman
Appearances
- Resident Sandra Wright requested town authorization to hang wreathes on utility poles along Main St. Town Administrator advised the electric company requires a permit for this. The Selectmen voted 3-0 to allow wreathes to be hung on the poles, once a permit is acquired.
- Resident Bob Brookes present to inquire about the Kleinfelders Engineers who were surveying the Water St Bridge and his property. Selectmen advised they were asked to survey the bridge, while in town on other business, as the town needs an estimate in order to address it at town meeting next year.
- Planning Board Representative Claire James presented the 2016-2021 CIP Document.
Regular Business
- Word received from the Road Agent that he does not think it is possible to turn Forest St into a 1-way. Original estimate to turn it into a 2-way street was $60k. Estimate to turn it into a 1-way is $8-10k. Chair recommended holding off for one year in an effort to study more thoroughly.
- Selectmen agreed to leave Town Hall at 45º F for the winter to maintain the integrity of the fire alarm system.
- Intent to cut for Map 18-31 signed by Selectmen.
- Highway Dept reported the garage furnace is not working reliably. After much discussion with the Fire Chief, Selectmen requested that the Road Agent hold off on purchasing a supplemental heating system until they look into an LP Furnace.
- Breezy Hill Rd Bridge was put out to bid and the low bid came in by Cold River Bridges, LLC at $1,470,395.00 ¹$1,047,395.00 to accomplish 100% of the work. Motion made to accept the bid from Cold River Bridges. Voted 3-0.
- Amendments to group life insurance signed by Selectmen.
- Selectmen reviewed the proposed tax rate for 2016 of $8.52/$1000 for the town. With a $26.96/1000 overall tax rate. Board explained that town revenues are off almost $100k from last year. Chair advised this will be explained in detail at town meeting. Discussed the importance of regionalization as a way to lower the tax burden in the long term.
- Board discussed minimizing the test-well pipes on the old Naughton Property where the ice rink will be built. Motion made to give permission to dig around the test-wells, cut and cap them as long as it doesn’t infringe on any state obligations. Voted 3-0.
- Town Administrator advised town received first Rescue Squad bill and it came in $4k lower than anticipated. Chair praised great partnership with Henniker.
Accounts Payable and Payroll Manifest reviewed and signed.
Minutes of October 5, 2015 meeting were reviewed and accepted with no edits.
