Call to Order and Roll Call:

Eileen Kelly, Chair called the meeting to order at 7:05pm with Michele Halsted,

Marcia Keller, Dick Keller, John Greenwood, Caryl Walker, Sandy Wright, Audrey Sylvester, Marge Cilley, Secretary, and George Cilley.

Review and Consideration of December 28, 2011 minutes:

Motion was made by Dick Keller to approve the December 28, 2011 minutes, seconded by Michele Halsted. Motion carried 8-0.

Walk Through The Town Hall:

John Greenwood advised the walk through from the RFP’s that had gone out went very well. The following attended:

Sheerr McCrystal Palson Architecture, Inc. New London, NH

Cobb Hill Construction, Concord, NH

MacMillin, Keene, NH

Milestone, Concord, NH

John Greenwood had presented each of the contractors with a notebook showing the objectives and scope of work to be done at the Town Hall. John passed a copy around the meeting group for their perusal. Included with this notebook were floor plans of the Police Dept. area in the lower level which he had shown and discussed with the Chief of Police. A couple of the rooms need to be rearranged but basic overall plan was acceptable by the Police Dept. The Police Dept. would take all of the bottom floor with some excess room for storage of archives.

Discussion regarding phasing of the project ensued.

Suggestions for progress mentioned were:

1st year                        Raise building and do foundation

2nd year                      Fit up for the Police Dept.

3rd year                      Move police department in their new quarters

Jeff Taylor will be coming to the Monday, January 9, 2012 meeting to discuss what is being considered to be discussed at the upcoming Forum.

The RFP’s will be opened on Friday, January 13, 2012 and Jim Bruss, Bruss Construction will be reviewing the bids.

The RFP’s do not include a well or septic system. George Cilley will check to see if there is any information regarding when these were last done.

Topics to present at the Town Forum:

Present Long Term Solutions for the Town Hall for long term use, say 40 years.

No impact on tax rate.

Interest rates could be rising drastically in a couple of years.

Meet current and future needs of the town and for future generations.

Increase the Assessed Valuation of the current Town Hall.

Caryl Walker will be in charge of refreshments at the Forum with help from other members of the Town Hall Restoration Committee.

Discussion re: Planning Board funds to pay Jeff Taylor:

It was brought up that Cheryl Behr, Administrator stated at the Budget Committee meeting that the funds were not available as an invoice had not been received from Mr. Jeff Taylor. It was stated that the Selectmen had approved this expenditure at their December 20, 2011 meeting.

Someone from Lake Sunapee Bank will be asked to attend the January 9, 2012 meeting to discuss financing and ways to accomplish our goals

Town Hall Decommissioned:

Some serious thoughts need to be put into what to do with the storage items for safe keeping that are currently still in the Town Hall.

Campaign after Town Forum:

Community support after the Town Forum will be essential and some ways to inform people would be via Neighborhood Coffee Hours, visiting people.

The Preservation Strategies for Historic Town Halls in New Hampshire day long mentoring retreat notice received from Maggie Stier was discussed and Audrey Sylvester, Caryl Walker and George Cilley will attend the Wednesday, January 25, 2012 -9:30 am to 4:30pm meeting to be held in Concord, NH. A written statement of our goals and procedures to obtain them needs to be devised prior to the meeting.

Budget Committee Meeting:

The Town Hall Restoration Committee will meet with the Budget Committee on January 26, 2012 at 6:30pm. This will be a Preliminary of the Warrant Article.

Other Business:

Handing out fliers at different areas and times around town.
