June 19, 2014

Call to Order and Roll Call:
Eileen Kelly, Chair called the meeting to order at 6:20 pm with Nikki Dubaere, Mel Pfeifle, Karen Hambleton, Sandy Paul, Jim Bibbo, Marcia Keller, Sandy Wright, Beth Rodd and Sue Reynolds, Secretary, present. Audrey Sylvester, Marge Cilley, and George Cilley arrived after the meeting had begun.
The following members of the Rural Heritage Connection (RHC) were also present as guests: Will Kranz, Beth Downs, Michelle Halstead, and Dave Halstead.
Review and Consideration of May 22, 2014 Minutes:
Motion was made by Mel Pfeifle, and seconded by Sandy Paul to approve the minutes after noting the misspelling of Marcia Keller’s name in one portion. Motion carried unanimously.
Clean Up of Town Hall – Date:
Discussion of where things stand and what needed to be done to clean up the Town Hall before the Fourth of July activities. Mel Pfeifle, and Jim Bibbo, went and looked at the second floor and not much cleaning needs to be done. A final cleanup before July 5, 2014 will be done by Mel Pfeifle, Jim Bibbo, Nikki Dubaere, and Sue Reynolds. Tables are in place for use during the Art Show on July 5, 2014.
July Fourth (5th) Activities:
- Art Show at Town Hall – Audrey Sylvester is coordinating this activity. Tables and display wall are already in place. Set up will take place at 12:00 pm on Friday, July 4, 2014.
- Parade Float – Parade begins at 4:00 p.m. on July 5, 2014. Sandy Wright reported that the cut out of the town hall is complete and will be painted by her. Old flags to be used as skirting will come from Nikki Dubaere and Karen Hambleton, and Sue Reynolds will provide fake grass. Jim Bibbo’s truck will be used. Discussion followed regarding having people on the float and it was determined as unsafe for small children. Lilacs, flowers, and tree branches will be used to decorate. Eileen Kelly will make up flyers to advertise both the Art Show and the Bake Sale.
- Bake Sale – Karen Hambleton will conduct a bake sale from 10:00-3:00 pm on July 5, 2014. She has spoken with Marge Cilley for ideas and contacts. Mel Pfeifle and Jim Bibbo will provide 2 tables and chairs. Sue Reynolds will provide an EZ-Up tent. Sandy Paul will contact Caryl Walker about donating jams.
Fundraising Thank you Notes: Eileen Kelly thanked Marge Cilley for all of her hard work this past year on various fundraising events to include a pie sale, progressive dinner, Masons’ dinners, and dinner at the Appleseed. Nikki Dubaere and Mel Pfeifle were thanked for their work on the Greens sale and Silent Auction.
Rural Heritage Connection Presentation: Michelle Halstead made a brief presentation regarding the RHC’s desire to collaborate with the THRC to raise funds for the Town Hall Restoration. Her presentation covered areas of interest such as IRS laws/regulations, town requirements, the need to work together for the common good, sharing/splitting of donor list, and getting the word out that the two groups are working together. THRC would be in charge of fundraising and such. RHC would focus on the charitable side of things. RHC would like to do a pledge campaign for this year in which funds would only be collected if the bond passes at town meeting.
Eileen Kelly went over where the THRC stands to include a timeline of events leading to toady. The closing of Bruss Construction has set us back and we are currently awaiting a decision from the BOS as to which way to proceed.
Mel Pfeifle spoke in regard to THRC needing to digest what Michelle Halstead had said, some differences in how to proceed, a two-pronged approach (i.e. a second warrant article for less than $100K) if the bond does not succeed since this will only require a simple majority vote. This last provoked lively discussion amongst the group. Mel also discussed the THRC plan to conduct a three-year campaign with a cash focus for this year and pledges for the following two years.
Jim Bibbo reported that the RHC had voted at their last meeting to “freeze” the funds in the cornerstone account until the bond passes or grants have been awarded.
Eileen Kelly thanked the RHC for coming and for their input. She advised that the THRC would get back to them regarding their offer to assist in fundraising.
Other Business:
- Town Hall Roof and Scope of Design – On June 2, 2014 the Board of Selectmen was asked to put out a Request for Proposals for the Town Hall roof as approved by voters at the March town meeting. Sue Reynolds reported on this. Discussion followed surrounding the scope of design. Marcia Keller reported Dick Keller has been in contact with Scully Associates and Dave Drasba is still experiencing medical issues. Dan Scully is in close contact with him and they will determine how to move forward in the near future.
- Follow up Meeting with Rural Heritage Connection –It was decided to invite the RHC to the July 17, 2014 meeting of the THRC at 7:00 pm at the BACC.
- Meeting with State Attorney General’s Office -Eileen Kelly reported on the meeting with Terry Knowles (State Attorney General’s Office) of June 19, 2014. Sue Reynolds and Karen Hambleton also attended. LCHP and AG’s office both liked the idea of a three-year campaign. A feasibility study was clarified and the NH Charitable Foundation could assist in funding this.
Next meeting is scheduled for Thursday, July 10, 2014 at 7:00 p.m. at the Bradford Community Center. Please note this is a special meeting to discuss the RHC proposal.
There being no other business, meeting was adjourned at 9:45 pm.
