Call to Order and Roll Call:

Eileen Kelly, Chair opened the meeting at 7:04pm with Caryl Walker, John Greenwood, Michele Halsted, Sandy Wright, Audrey Sylvester, Beth Rodd, George Cilley, Marcia Keller, Dick Keller and Marge Cilley, Secretary present. Richard Monahon, Jr. Architect and Jim Bruss, Bruss Construction were also present.

 

Review and Consideration of July 26, 2012 minutes:

Motion was made by George Cilley to approve the July 26, 2012 minutes as presented. Seconded by Caryl Walker. Motion carried 8-0.

Eileen Kelly, Chair introduced Richard Monahon, Architect who advised he had been in conversations with the Town Clerk and Administrative office, reviewing plans and giving input into needs.

Richard Monahon introduced Jim Bruss, Bruss Construction who has broken down the two phases of the proposed restoration project.

Jim Bruss advised Bruss Construction is not interested in bidding on the proposed project. The following is a schedule of values dated August 27, 2012 presented by Jim Bruss, with a total figure for Phase One being: $1,008,606.77

Some discussion followed Jim Bruss’ breakdown of costs. Jim advised that gutting

the first floor, removing inadequate wiring, as well as nob and tube wiring would be much more efficient operation.

They would shore and jack up the building with new foundation under the back portion

with new ramp and slabs. The new foundation would be veneered with granite where it shows. This would be necessary for the historical value of the building. If they could not get the old molding off, they would use the same

pattern to replace it. It was stated that picking the highest values affordable makes

for better pay back. Thermal and moisture barriers keep the area dry and warm.

The front door stays using existing hardware, all other doors will be replaced.

Exterior windows with new jam liners and re doing the old shafts will be done. Finishes will be all new with refinished wood floors and carpet or vinyl will be used. There will be acoustical ceilings. Some specialty items include bathroom fixtures as well as fire extinguisher holders. The cistern would be 40,000 in the basement Heating only has been included in this report, not any air conditioning.

It was stated that some of the first Phase work would include some preliminary work

needed to finish the second floor. Other topics of conversation included the septic system, and well. Heat will be zoned. The provided estimate has the existing chimney being removed. It was thought the tin ceilings could be put back in place and could be worked around with a little more or no more cost.

First base coat of paving in the existing parking (for 27 vehicles) lot and in front of the building plus curbing would be done in the first phase.

Jim Bruss was thanked by all for all his work he has put into this for the committee and the town of Bradford.

Rick Monahon, Architect was approached as to the possibility of air conditioning being added into Phase 1. Rick commented that the 19th Century Architecture of the Building is very well constructed and featured. It was stated that a full foundation of the building would run between $80.00 and $100.00 per square foot.

Rick added that the highest standard insulation affordable is best. He also mentioned a pellet fuel boiler consumes a small space and has a lower cost BTU than a lesser effective system, and space has been calculated in the basement.

The Rural Heritage Connection of Bradford has put into the Pledge Campaign $6,000.00.

There will be a Flea Market at the Blacksmith Shop on September 1, 2012 and the Raffle tickets will be sold there as well.

The next committee meeting is scheduled for: Thursday, September 13, 2012 at 7:00pm.
