Minutes of 9/25/14
Present: Eileen Kelly ,Chair, Audrey Sylvester, Nikki Dubaere, Mel Pfeifle, Sandra Wright, Marcia Keller, Jim Bibbo, Beth Rodd, Sandy Paul.
Minutes of 8/21/14 Meeting: The minutes were reviewed and an amendment made to indicate that during a discussion of the relationship between THCR and Rural Heritage Connection, the THRC agreed 5 to 8 to support such a relationship although no official vote was taken. The minutes were approved as amended.
Building Subcommittee Report: Marcia Keller introduced Kelly Gale, Architect, who the building subcommittee recommended to the larger committee be hired as the Architect/Project Manager for the restoration. Mrs. Gale described her background and experience to the committee and a discussion of her payment requirements followed. After a discussion of her experience and expectations of the scope of work required, the committee recommended that the selectmen be advised at their next meeting on 9/29/14 that the THRC supports hiring Mrs. Gale for this project.
TH Roof: As the proposal for the repair of the town hall (TH) roof has been awarded to Burrington Builders for $17,000, the selectmen will manage the completion of this project.
Removal of the TH Police Department Addition: Three proposals were submitted for completion of this demolition project although the submissions were not made through a RFP process. There was a lengthy discussion of the proper method of submitting proposals that would be fair and equitable in presenting the scope of work and details required. After a lengthy discussion and a motion, it was voted (7 to 2) to recommend this demolition project be awarded to “All Demolition & Asbestos Services”, and that the recommendation be presented to the selectmen at their next meeting (9/29).
Further discussion, after the vote, recommended that the selectmen approve this motion after requiring that the architect and the demolition team meet to further clarify details of the project i.e. salvaging the door of the safe, an historic artifact, as well as the surrounding bricks that can be used for fundraising events and any additional requirements that the architect feels would be necessary to benefit the project.
Septic System: Marcia Keller proposed that Bob Stewart Jr. be hired to design the TH septic system. The committee voted unanimously to recommend his hiring to the selectmen at their next meeting (9/29).
Trust Fund Update: Eileen Kelly explained that there had been a miscommunication in depositing the $600 in funds raised in July for THR. The problem has been addressed and the funds deposited today.
There was a motion to adjourn, unanimously approved.
