ZONING BOARD MINUTES
FEBRUARY 5TH, 2020
Members: Brooks McCandlish, Chair; Ken Parys, Vice Chair; Stephen Pierce, Denise Renk, Nathanial Bruss
Alternates: Robert Hodges, Absent; William Duffy
Meeting was called to order at 7:00pm
To Do: Review and consideration of January 8th,2020 minutes
Motion: Ken Parys made a motion to approve January 8th, 2020 minutes.
Second: Stephen Pierce
Decision: All in favor 5-0
Appearances:
- At 7:00pm a Public Hearing for a request by Robert Laurendeau for a Variance to Article III,Section D:3 and D:4, regarding established setback criteria in the Bradford, NH Zoning Ordinance. The proposed variance requests approval to facilitate construction of a two-bedroom, single family, home, in a Rural Residential District, located at Map 22/ Lot 3A.
- Minutes for site walk conducted on January 28th, 2020 reviewed and considered.
Motion: Nathanial Bruss made a motion to approve site walk minutes.
Second: Denise Renk
Decision: All in favor 5-0
- Brooks McCandlish opened a discussion if the application listed above had a regional impact.
Motion: Nathanial Bruss made a motion that this application does not serve as a regional impact.
Second: Stephen Pierce
Decision: All in favor 5-0
- Brooks McCandlish opened the Hearing by reviewing the structure of the Hearing and Public Noticing distributed prior to the meeting.
Attorney Liz Nolan representing Robert Laurendeau read the application into record. Seeking a variance setback from lake and abutting properties. Attorney Liz Nolan outlined details of the construction for the home. She also felt the home itself is consistent with preserving the rural nature of the Town.
Dan Higginson at 7:22 pm spoke and shared that the shoreline and septic applications have been approved by the state.
Stephen Pierce asked for a profile view, Dan Higginson gave a copy of the profile view for construction and will be put into file. Robert laurendau spoke of the current plans only show the home on a slab foundation. The new plans will show a full foundation view.
Board member Natanial Bruss asked the approximate height from the lake side. Dan Higginson replied approximately 35ft. structure.
No further questions .
At 7:28pm the Public hearing was opened to the public: No opposition from the public.
At 7:34pm the Board closed the public hearing.
- The Board discussed whether the Application met the five criteria required to issue a Special Exception and felt the application had met all requirements.
Motion: Ken Parys made a motion to accept the submitted application
Second: Steve Pierce
Decision: Denise Renk abstained, Nathanial Bruss motioned to amend/substitute the motion.
Vote 4-1 to amend/substitute Ken Parys motion to accept the submitted application.
Motion: Nathanial Bruss motioned to approve the application with the condition that the setback numbers be rounded off to 50ft. from the lake, 14ft. from the north side and 20 ft. from the south side.
Second: Ken Parys
Decision: Denise Renk abstained. Vote 3-2
- Beata Bzura met with the Zoning Board for a preliminary discussion. Beata Bzura presented her conceptual drawing for Green Village Retreat potentially located on 131 Massasecum Ave. Beate Bzura would like to build 10 cabins for a retreat. This plan would require a special exception from the Zoning Board for a rural business. The Zoning Board gave Beata Bzura an application. The Zoning Board suggested that Beata meet with the Planning Board to discuss a site plan review.
- The Board also discussed attending the upcoming Spring Planning & Zoning Conference.
Zoning Board Communication:
The next ZBA meeting will be held at the BACC March 4th, 2020 at 7:00pm.
