ZONING BOARD MINUTES
April 15th, 2020

Meeting was called to order at 7:06pm

Review and Consideration of April 1st, 2020 minutes
Motion: Beth Downs motioned to approve minutes with the correction of the word primitive to perimeter drainage.
Second: Bill Duffy
Decision: All in favor
Appearances:
Jason Bugg Consideration of the Variance application for relief from setback requirements, Article III, Section D1 of the Bradford Zoning Ordinance, Property of Jason Bugg, Map 21 Lot 26, located at 2780 State Route 114.
A rain garden suggestion was made by Ann Eldridge of the Bradford Conservation Commission via Email. Bill Duffy suggested building up the sloped area on the property with gravel, geo cloth, rock etc. Nathanial in the case of the perimeter drain suggested not to build a huge basin. A rain garden diagram sent to Jason Bugg from William Duffy via Email was reviewed as well as a diagram from Brooks McCandlish.
Nathanial Bruss mentioned without exact civil engineer drawings in front of the Zoning Board it is hard to come to a decision. It is a concern of the quality of the water in the lake.
Conservation Commission also addressed concern about erosion, the embankment has been leveled out on the lake side of the house.
A suggestion of seeding, fertilizing, mulch or netting in place for vegetation to be planted for the embankment.
A concern with the state route right of way. This is a concern where the exact property line is. The septic is also a concern.
Jason Bugg stated that if a bedroom was added that the septic would accommodate that.
Beth stated that the builder would have to make sure that the septic would be up to code with how many bedrooms. At this point Nathanial Bruss does not see the need for this at the moment.
Motion: Bill Duffy motioned to approve the variance with conditions of a rain garden by following the Department of NH Environmental SOAK website guidelines. The rain garden to be looked at by the conservation commission and in need of their approval.

Decision: Bill Duffy withdrew motion
Second: Nathanial Bruss withdrew second
Motion: Ken motioned to approve the variance having met the five criteria given that Mr. Bugg agree to commit a good faith effort to work with the conservation commission and the DES in order to meet our desires to reduce sedimentation runoff.
Second: Beth Downs
Decision: To keep motion with the extraction of the word sedimentation.
Final Decision: All in favor
Brooks McCandlish informed Mr. Bugg that a Notice of Decision will be sent. The public has 30 days to appeal, if any construction begins it is at his own risk.
Other Communications:
- On 4/24/20 email was sent for a zoom workshop.
- Advised from a previous workshop board member(s) should use a designated email address strictly for Zoning Board business.
Zoning Board Communications:
The next Zoning Board of Adjustment meeting will be on May 6th, 2020 at 7:00pm remotely using the ZOOM platform. Instructions on how to attend can be found on the http://www.bradfordnh.org website.
